BackgroundAnticipatory ActionAnticipatory Action (AA) is a proactive humanitarian approach that enables early interventions based on predictive data to mitigate the impacts of natural hazards. By leveraging early warning systems and advances in hazard forecasting, AA maximizes the critical window between the issuance of a credible forecast and the onset of a hazard to implement timely, targeted actions that reduce or prevent humanitarian consequences. AA is defined as acting ahead of forecasted hazards to prevent or lessen acute humanitarian impacts before they fully materialize.In Palau, AA can be developed through the existing national humanitarian coordination and financing structures to act on national meteorological forecast data. AA is developed around three core building blocks: (i) forecast-based triggers, (ii) pre-agreed activities, and (iii) pre-arranged financing.
