The Andriry mountains in southeast Madagascar continues to be deeply affected by insecurity and extreme fragility, which is exacerbated by poor access to public services and weak social cohesion. The Solutions and Mobility Index (SMI) was deployed in the Andriry mountains as part of the ‘Andriry Milamy’ project, a joint project with UNDP Madagascar and IOM Madagascar funded by the Peacebuilding Fund to understand the sources of fragility and provide appropriate solutions to these problems. Data collection was carried out in February 2025 in the districts of Iakora, Betroka, Bekily and Amboasary Atsimo, covering nine municipalities, and 15 fokontany, with the help of 110 key informants, 41 per cent of whom were women. The SMI reports provide an overview of the factors contributing to fragility in three key areas: livelihoods and basic services, safety and security, and social cohesion, based on the Inter-Agency Standing Committee (IASC) indicators for durable solutions.
