Ofer Winter demanded Monday that Israel finally implement U.S. President Donald Trump’s idea and find countries to which Gazan civilians can emigrate voluntarily in order to finish the war with a clear victory over Hamas.In an Instagram video, Winter said that victory over Hamas cannot be achieved “by running from house to house and passing by all the hidden explosive charges that the enemy has prepared for us.”“Our end game must be that there are no Palestinians left in Gaza,” he declared.“We have here an amazing opportunity, both for us and for them,” he stressed. “Just let them emigrate.”Since Trump suggested the option in February, at best a few thousand Gazans have left, some through Israel’s southern, Ramon airport, to other countries, although surveys have shown that more than half would leave the Strip either temporarily or permanently if given the opportunity.While government officials have said they are trying to find places willing to take in those who want to leave the war-torn coastal enclave, the effort is not nearly enough, according to Winter.The former chief of staff of Central Command and military secretary to several defense ministers also said that the government should implement what is known as the “Generals’ Plan.”High-ranking IDF reserve officers, headed by former National Security Council head Gen. Giora Eiland, suggested in September 2024 that the way to put “real pressure” on Hamas to return the hostages and bring it to the brink of defeat is to evacuate all civilians from the northern third of the Strip and besiege any Hamas fighters who remain there.“Officials of Hamas will have only two choices: Starve or surrender,” Eiland said at the time.Winter went further, stating that the only people who would receive food and other humanitarian aid would be those confined to an area under full IDF control in southern Gaza.These Gazans should then be helped to leave the Strip, he said.“We received the legitimization to do this months ago from the American president, and instead we’re wasting time and continuing a ‘war of [tunnel] excavation’….
