Plying vehicles without a pollution under control (PUC) certificate and riding two-wheelers without helmets also make the list of the top three traffic violations in the Capital.A total of 4,19,230 challans were issued against obstructive parking, 3,73,197 against vehicles plying without PUC certificate, and 2,59,123 against helmetless riders on two-wheelers, as per the official data till May 31. More than two lakh challans were issued against drivers not carrying a licence.Dr S Velmurugan, Chief Scientist and Head, Traffic Engineering and Safety Division, Central Road Research Institute, opined, “There are many ways to control such offences… some require enforcement, while some need basic sense among people. For PUCC, refilling of fuel can be denied, or the vehicle can be impounded. Even AI-based solutions can be adopted to find a possible solution.”On improper parking as an offence, he said, “The population of humans and the number of vehicles are way beyond what the city can accommodate, and it is next to impossible for policemen and even technology to be omnipresent. The issue of improper parking is more of a civic and behavioural problem. The same is the issue of riding without a helmet. Considering that road accidents lead to loss of lives, especially in a scenario where people are riding without helmets, it should be more of a practice at an individual level than an imposition,” Velmurugan said.He added that wearing the right quality of helmet is also another practice that must be followed.The Delhi Traffic Police takes several measures on the ground to ensure that rules are followed. Apart from on-ground challans, notices are also issued for violations caught on cameras.“Some of the offences like driving without a licence, underage driving, driving on the wrong side of the road, improper parking are the issues wherein the individual is well aware of the violation… yet they are doing it. Parking on the roadside or improper parking also adds to the traffic woes as a lane is occupied, and if just one car is parked, others follow.
