Venezuelan President Nicolás Maduro participated in a High-Level Workshop of the People’s Government in La Carlota, Miranda state, that was attended by representatives of over 5,000 communal circuits.The workshop was inaugurated on Thursday, February 20, by Vice President Delcy Rodríguez and attended by public officials, directors of governors’ and mayors’ offices, and chiefs of communes and communal circuits. It will include sessions with popular and communal cabinets from February 24 to 26, which will help in the construction of the communal State, as proposed by President Nicolás Maduro.In his speech, President Maduro stressed the importance of transformation in the governmental structure as the main task for his new term.“We will carry out a great transformation of all the ways and methods by which decisions are made, by which we govern, how we relate to the people, how we attend to problems, in all ministries. We are going to turn them over like a sock. We are going to transform them,” he declared.In this regard, he instructed the ministers to carry out “as a primary task, the human, revolutionary, nationalist, democratic transformation of the state, but above all of a popular nature.”President Maduro stated that Venezuela is in “a late transition,” during which fascist movements have emerged in the country. “Why has fascism emerged? Because it saw a breeding ground in Venezuela,” he commented.He urged all state authorities to reflect on their role. “Who put you there? The people. It aims to consolidate economic independence in the face of imperialist aggression and the economic war that has affected the country.Access to public services and collective rights: The second transformation focuses on guaranteeing universal access to basic services and building humane cities that promote good living, prioritizing collective rights over individual interests.Security, defense, and peace: The third transformation focuses on the active defense of national sovereignty against fascism and imperialism. The Venezuelan people have demonstrated their capacity to safeguard peace and territorial integrity.Social system: The missions and great missions will be strengthened as tools to broaden the social protection system and political organization based on popular participation.Popular Power and communes: The fifth transformation is focused on the creation of a central node of communes and communal circuits, a space to articulate actions that would strengthen Popular Power and advance towards constitutional reform.Technological independence: Breaking with the technological dependencies imposed by imperialism is the axis of the sixth transformation, which aims at strengthening national autonomy in this strategic area.New geopolitics: The seventh transformation promotes international alliances based on peace and shared development, building networks that strengthen the sovereignty of Venezuela and its strategic partners.Venezuela’s VP: We Are Giving Birth to the Communal State (+Constitutional Reform)Planning and follow-upAs announced by Vice President Delcy Rodríguez, the follow-up sessions will start on February 24, with the participation of the ministries and the communal circuits. Through the Patria System, VenApp, and the Local Supply and Production Committees (CLAP), approved projects and funds designated to the communities will be monitored.“We are giving birth to a new homeland, a communal and popular state.
