In the meeting, it was announced to implement the Amnesty Scheme, which will provide relief to thousands of allottees of the state. Under this scheme, cancelled residential plots sold through e-auction after 6 July 2020 can be regularized.Along with this, the Chief Minister also launched three important digital initiatives of HSVP, which include e-Housing Portal, Online Ex-Gratia Policy Application Portal and online mechanism to link water billing database with PPM system.Post of Estate Officer II created in Faridabad EstateOne of the most important decisions taken in the meeting was the creation of a new post of Estate Officer II in Faridabad Estate. At present, Faridabad Urban Estate has 62,606 properties registered in it, which include residential, commercial and institutional categories. This number is the highest in any urban estate in the state. In comparison, both the estate offices of Gurugram together are managing only 55,735 properties. The jurisdiction of Faridabad Estate Officer is very wide. It is spread over 70 sectors, which not only includes urban estates of Faridabad but also estates of Palwal, Hathin, Nuh, Roz-Ka-Meo, and Tauru . In view of this wide scope, there was a feeling of excessive burden in administrative and development work for a long time. The creation of a new Estate Officer post will bring balance in the division of work, which will speed up development works, simplify administrative processes and provide timely services to citizens. This will also significantly improve the performance of HSVP.Thousands of allottees will get relief, Amnesty scheme for cancelled residential plotsThe aim of the Amnesty scheme announced by the Chief Minister is to provide relief to those allottees whose residential plots were cancelled after e-auction. This scheme will be applicable to residential category plots (except group housing societies) purchased in e-auctions held from 6 July 2020 till the announcement of this scheme. Bidders who had already deposited at least 15% of the 25% of the total cost of the plot, but whose plots were cancelled due to not being able to deposit the remaining amount on time, will be eligible under this scheme.Under this scheme, such allottees will have to make full payment along with 18% annual interest on their outstanding amount. This interest rate will be applicable from the due date to the actual payment date.Bidders who could not avail the benefit of the first Amnesty Scheme will also be eligible under this scheme. Such allottees will have to pay 24% annual interest on the outstanding amount.Importantly, the entire amount (principal interest) under this scheme has to be deposited within 60 days from the date of notification of the scheme. No extension will be given in this period and no option of payment in installments will be available.Transfer of 5 acres of land for college in BallabhgarhIt was also decided in the meeting that 5 acres of land of HPGCL will be transferred to the Higher Education Department for the construction of a government college in Sector-23 of Ballabhgarh district, Faridabad. This will create new opportunities for higher education in the area.CM launches three major digital initiatives of HSVPHSVP e-Awas Portal for the house allotment system : The HSVP has undertaken a comprehensive digital transformation of its staff quarters allotment system through the implementation of the HSVP e-Awas Portal for the house allotment system. It is an integrated digital platform that automates the entire allotment process. The portal enables online submission of applications along with mandatory document uploads, ensuring completeness and uniformity. A significant innovation was the integration with the HRMS, which allows for automated verification of employee eligibility, reducing manual interventions and exspediting application processingOnline Ex-Gratia Policy application portal: An online Ex-Gratia Policy application portal has been developed by HSVP to address procedural inefficiencies and the human challenges faced by the families of deceased employees of HSVP. This digital initiative is designed to ensure transparency, efficiency, and empathy in processing sensitive applications. The portal features guided, user-friendly application forms with dynamic fields tailored to eligibility criteria. It also includes functionality for uploading mandatory documents such as death certificates, employment verification, and legal affidavits.Online mechanism to integrate the water billing database with PPM: The online mechanism to integrate the water billing database with the Plot and Property Management System (PPM) will provide a unified platform for all property-linked services, thereby enhancing transparency, accuracy, and efficiency in service delivery. This system aims to address the critical gap arising from the lack of integration between the water billing system and the PPM in HSVP. This gap had been causing procedural hurdles during the transfer of plots by allottees, as water dues could not be cross-verified or auto-fetched from a centralized property record. While reviewing various development works being undertaken by HSVP across Urban Estates in the State, the Chief Minister directed HSVP to complete all road repair works before June 15. He also instructed that all parks in HSVP sectors be well maintained, with special emphasis on cleanliness, lighting, footpaths, and seating arrangements.Haryana Chief Secretary Sh Anurag Rastogi, Chief Principal Secretary to Chief Minister Sh Rajesh Khullar, Principal Secretary to Chief Minister Sh Arun Gupta , Additional Chief Secretary Town and Country Planning and Urban Estates Department Sh AK Singh, Principal Secretary Industries and Commerce Department Sh D Suresh, Administrator, HSVP, Panchkula Sh Sachin Gupta, OSD to Chief Minister Sh BB Bharti and other senior officers were also present in the meeting.normalnormalThe post CM announces implementation of Amnesty Scheme to regularize cancelled residential plots appeared first on Chandigarh City News.
