Background and ObjectivesThis document provides guidelines for the minimum composition of WASH Kits to assist households, institutions and communities affected by crises in Ethiopia. Partners are recommended by the WASH Cluster to adopt these standards to ensure access of affected people to basic hygiene and dignity items.The following kits include the composition of basic water, sanitation and hygiene items recommended for affected populations. WASH agencies should utilize the most appropriate modality for supplying these items, including in-kind distributions, vouchers, or cash programming.Distribution of WASH NFI must be appropriately combined with hygiene promotion and technical orientation for the beneficiaries on how to use items, such as household water treatment chemicals. This can be through active demonstrations, provision of posters or leaflets in the local language and/or with illustrations of use. Recipients should be informed of the appropriate complaint and feedback response mechanism (CFRM) to report any issues with the items received.To maximize the impact of emergency response of WASH, provision of NFIs might be decided based on real needs in the sites through consultation with the target groups, women, girls and people with disability. In this regard, WASH Cluster advocates for the distribution of each NFIs item as per requirement to meet the minimum and essential package.When available and affordable, the cluster recommends that partners utilize options such as reusable bags or boxes for distribution of items to households or biodegradable items such as trash bags, as unlike plastic, they minimize the waste and impact on the environment. Where possible, the cluster recommends that partners conduct detailed assessments on the feasibility of using reusable personal hygiene items (i.e. menstrual hygiene management pads, reusable/washable diapers, face masks) rather than disposable items. Decisions on the use of these items should be determined with appropriate community consultations, sensitization/participation, and capacity building to ensure the sustainability of the items along with continued follow-up to ensure that these items are supporting proper WASH needs in a dignified manner.Partners are encouraged to conduct assessments to understand the specific needs of the men, women, boys and girls being targeted under their interventions. While the contents have been selected with consultations with WASH partners based on post-distribution monitoring, if there is substantial evidence that an item is not needed or is in the incorrect quantity, a partner can opt not to include the item in the distribution or to adjust the quantities up or down based on their data. When multiple partners are distributing kits in the same area, all efforts should be made to standardize kits between the partners to ensure there is no conflict between the groups receiving each kit.In locations where Emergency Shelter/NFI Cluster partners are also distributing kits, it is essential to consult on the specific kit contents that are being distributed by partners. The multi-purpose kit used by many partners includes minimum WASH items, and it is essential to coordinate on targeting to ensure no overlap in distributions. If the same population is targeted, WASH partners should adjust the contents of the WASH hygiene kit to avoid overlapping.A record of what items were distributed in each specific location must be maintained. All partners are responsible for compiling Post Distribution Monitoring (PDM) reports to verify how effectively and efficiently WASH NFIs were distributed to the target population and the level of satisfaction with the items received.
