BackgroundIn September 2024, the Response Analysis and Targeting Task Team (Task Team 1) under the Cash Working Group (CWG) resumed work on revising the Multi-Purpose Cash Assistance (MPCA) Targeting Framework. This effort builds on the August 2023 version, which was not endorsed due to operational concerns, particularly around the application of proxy means testing (PMT) in the Ukrainian context. Pilots led by UNHCR and IOM showed inconsistent results, highlighting the need to reassess the proposed methodology.The revision was prompted by the evolving nature of MPCA implementation in Ukraine — especially the shift from blanket coverage in 2022 to a more refined, evidence-based targeting approach. It also responds to the need for better alignment with operational realities and the growing emphasis on vulnerability-based approaches. The updated framework defines MPCA’s purpose and scope, outlines eligibility criteria, prioritization by geography, assessment indicators, and revised targeting and verification methods through a scorecard, including a rapid targeting approach activated by military-related triggers. In 2024, partners collectively reported reaching 1,052,074 individuals with MPCA, over 88% of whom resided in oblasts closest to the frontline, further underscoring the critical need for context-specific and precise targeting tools.
