[Independent (Kampala)] Kampala, Uganda -- President Yoweri Kaguta Museveni has used his State of the Nation Address to defend Uganda's economic transformation agenda, celebrate success stories emerging from government poverty alleviation programmes, and sharply criticize public servants whom he accused of prioritizing allowances over service delivery.
