[Nile Post] Uganda's Deputy Chief Justice, Justice Moses Kazibwe Kawumi, has blamed delays in investigations, staffing shortages and failures by justice sector institutions to comply with court processes for contributing to case backlogs, saying the Judiciary cannot resolve the problem alone.
