Shashi Kumar, General Secretary, KAMS, said there have been instances where parents, guardians, relatives, members of the public or organised groups have abused, threatened, assaulted or manhandled teachers and school heads. “They forcibly enter school premises, organise intimidating demonstrations and obstruct academic activities. We need to protect our teachers from harassment by parents,” he said. KAMS has appealed to Chief Minister D.K. Shivakumar to enact a Karnataka Education Safety, Institutional Security and Teacher Protection Bill.However, child rights activist K.T. Thippeswamy argued that such a Bill could conflict with the Juvenile Justice Act, 2015, and the Protection of Children from Sexual Offences (POCSO) Act, 2012.Mr. Thippeswamy said, “If the government brings a separate Bill to protect teachers, it will amount to a violation of child rights. In the name of this Bill, children may be abused or beaten in future, with no grounds left for parents to question the school administration. There have been instances where a teacher broke a child’s hand for not doing homework. In Chickballapur, a child lost an eye after a teacher threw a duster. There are many instances of corporal punishment in which children are physically hurt and lose confidence.”He said that instead of bringing a separate Bill to protect teachers and institutions, the government could introduce a provision in the JJ Act, 2015, and the POCSO Act, 2012, stipulating penalties and punishment for those found misusing the law to harass teachers and institutions.Published - October 13, 2026 08:12 pm ISTSign in to unlock member-only benefits!Access 10 free stories every monthSave stories to read laterAccess to comment on every storySign-up/manage your newsletter subscriptions with a single clickGet notified by email for early access to discounts & offers on our products${ ind + 1 } ${ device }Last active - ${ la }
