The complainant, Vipin Vincent, an ex-serviceman, alleged that the rottweiler owned by his neighbour, identified as Shyam, was not properly restrained and was frequently allowed outside the house premises, posing a risk to the public.The complaint states that the complainant’s son was riding a bicycle on the street when the dog suddenly came out of the gate and bit him on the right side of his body, causing injuries. When the boy’s family approached the dog’s owner regarding the incident, an argument allegedly broke out.
