There are charities that provide this service in certain areas. I'm in Oxfordshire and know of one which pairs volunteers with cars and older people with no cars to take them to appointments/shopping. But obviously very area-dependent. And obviously it requires previous booking, its not 'at your beck and call', immediate priority kind of service.
