He added that the legacy of service, dedication, and commitment to national interest exemplified by Lala Jagat Narayan is being carried forward today by the Gyan Sthal Mandir Sewa Society and the Lala Jagat Narayan Nishkam Sewa Samiti.A Unique Service Mission Continuing for 346 Months The Chief Minister said that the service initiative started in 1997 by late Jagdish Bajaj has now evolved into a large-scale public welfare movement. Providing assistance continuously for 346 months to widowed mothers and sisters in need is in itself a remarkable achievement. He also appreciated the dispatch of the 64th relief truck carrying aid for families affected by terrorism in Jammu and Kashmir.He informed that the organization has distributed ration to more than 1.65 lakh needy widow families so far. Even during the challenging period of the COVID-19 pandemic, volunteers of the organization delivered assistance door-to-door to needy families. In addition, the society has provided tricycles to 385 persons with disabilities, distributed sewing machines to more than 1.15 lakh women, and imparted computer education to over 25,000 children, helping shape a brighter future for them.The Chief Minister said that the organization’s efforts go beyond the distribution of assistance. It is continuously working to make women and youth self-reliant. Its initiatives promoting skill development and self-employment are becoming a catalyst for positive social transformation.Haryana Government Committed to Women EmpowermentNayab Singh Saini said that the Haryana Government is implementing several welfare schemes for the social, economic, and educational empowerment of mothers, sisters and daughters. Widow women in the state are being provided a monthly pension of ₹3,200. Under the Deendayal Lado Lakshmi Yojana, eligible women receive financial assistance of ₹2,100 per month, while under the Har Ghar-Har Grihini Yojana, LPG cylinders are being made available at ₹500.He further stated that women are being economically and socially empowered through various initiatives such as the Mukhyamantri Vivah Shagun Yojana, the Lakhpati Didi Campaign, strengthening of Self-Help Groups, and schemes related to women’s safety and education. Additionally, 81 new colleges have been established in the state, including 31 colleges exclusively for girls. Sreenivas said that, as per the directions of the Election Commission of India, the Special Intensive Revision (SIR) of electoral rolls will commence in the state from June 15. Under this campaign, Booth Level Officers (BLOs) will conduct door-to-door verification of voters and collect Enumeration Forms from June 15 to July 14.He informed that there are currently 20,655,929 registered voters in the state and 20,629 polling stations have been established. BLOs have been appointed at all polling stations and will visit every household to verify voter details. The Enumeration Form provided to voters must be duly filled, signed, and returned to the BLO. As per the Commission’s directions, voters whose completed forms are not received will not be included in the draft electoral roll.He further stated that BLOs will make at least three attempts to contact each household. If family members are unavailable, the BLO will place the Enumeration Form under the door and leave a notice containing their name and mobile number, enabling the concerned voter to contact them.11 Types of Documents Will Be Accepted; Eligible Youth Can Also RegisterThe Chief Electoral Officer said that the Election Commission has specified 11 categories of documents for voter verification. These include identity cards or Pension Payment Orders (PPOs) issued to regular employees and pensioners of the Central Government, State Government, or Public Sector Undertakings; identity cards, certificates, or other documents issued before July 1, 1987, by the Government of India, local authorities, banks, post offices, LIC, or public sector undertakings; birth certificates issued by a competent authority; passports; matriculation or other educational certificates issued by recognized boards or universities; domicile certificates issued by competent state authorities; Forest Rights Certificates; OBC, SC, ST, or other caste certificates issued by competent authorities; entries in the National Register of Citizens (NRC), wherever applicable; family registers maintained by state or local authorities; and government-issued land or house allotment certificates.He said that in cases where automatic verification is not possible through available records, voters may establish their eligibility and verify their details through these documents.He further informed that citizens who attain the age of 18 years on July 1, 2026, will also be eligible to apply for inclusion in the electoral roll. Such applicants may submit Form-6 along with the prescribed declaration and supporting documents.Draft Electoral Roll to Be Published on July 21; Political Parties Urged to CooperateA. Sreenivas stated that the draft electoral roll will be published on July 21, 2026. Thereafter, claims and objections will be accepted from July 21 to August 20, and all such cases will be disposed of by September 18. The final electoral roll will be published on September 22, 2026.He noted that the last large-scale house-to-house voter verification exercise in the state was conducted in 2002. This is the first time since then that the Election Commission is carrying out a statewide Special Intensive Revision campaign. So far, an average of 64.7 percent mapping work has been completed.The objective of the campaign is to ensure that every eligible citizen is included in the electoral roll, to update records relating to deceased or shifted voters, and to make the voter list more accurate, transparent, and error-free. He appealed to all citizens to actively cooperate in the process so that this vital democratic exercise can be strengthened further.The Chief Electoral Officer also informed that, to ensure coordination and support for Deputy Commissioners-cum-District Election Officers during the campaign, Commissioners of various Municipal Corporations in the state have been assigned the additional responsibility of Additional District Election Officers. Their appointment will help strengthen supervision and implementation of revision work in urban areas.He further stated that a large number of Booth Level Agents (BLA-2) have been appointed by political parties to assist in the revision process. So far, 15,808 BLAs have been appointed by the Bharatiya Janata Party, 12,855 by the Indian National Congress, 270 by the Communist Party of India (Marxist), 217 by the Indian National Lok Dal (INLD), and 214 by other political parties. A BLA can submit up to 50 Enumeration Forms to a BLO each day.Appealing to all recognized political parties to appoint Booth Level Agents at every polling station, he said that this would further strengthen transparency and fairness in the revision process.He informed that Help Desks have been established at the Assembly Constituency level and Call Centres at the district level for voter convenience. In addition, citizens can obtain information through the Election Commission’s helpline number 1950 and various digital platforms. The progress of the campaign will be monitored in real time.He urged citizens to fully cooperate with BLOs, fill the Enumeration Forms accurately, sign them, and submit them on time to ensure that their names remain securely included in the electoral roll. Simultaneously, preparations are in the final stages for the rollout of Paperless Registration 2.0, a next-generation digital registration platform that will significantly enhance citizen services and governance efficiency. To ensure a seamless transition, the migration from Paperless Registration 1.0 to 2.0 will be carried out in a phased, district-wise manner, ensuring uninterrupted service delivery and minimal inconvenience to citizens.Giving details, Financial Commissioner Revenue and Disaster Management Department, Dr. Sumita Misra, said that Paperless Registration 2.0 has been designed as an advanced digital framework to modernize the registration ecosystem through end-to-end online processing with zero physical paperwork. The platform will enable online submission of applications, digital document uploads, Aadhaar-based authentication, e-signatures, online fee payment, real-time verification, secure data storage, and automated workflow management.She said the system will substantially reduce citizens’ dependence on physical visits to government offices, minimize manual intervention, improve transparency and accountability, and ensure faster service delivery. The initiative is expected to strengthen governance efficiency while promoting ease of doing business and providing a seamless, citizen-centric registration experience.To ensure smooth implementation of the upcoming platform, the department has prepared detailed Standard Operating Procedures (SOPs) and user manuals covering all operational modules. A statewide training programme is currently being conducted through video conferencing for revenue officers and field functionaries across all districts.In addition, every district has identified and trained Master Trainers who will support officers and staff in adopting the new digital processes. Senior officials informed that the training exercise is expected to be completed within a week, creating a strong foundation for the successful rollout of Paperless Registration 2.0 and other digital revenue reforms at the grassroots level.Dr. Misra emphasized that strengthening digital capabilities among Patwaris, Kanungos and other revenue personnel is critical for ensuring uniform implementation of reforms and eliminating procedural bottlenecks in field operations.Meanwhile, the department has launched a 10-day special campaign across all districts for the disposal of pending demarcation cases. The drive aims to provide time-bound services to citizens, improve service delivery standards, and reduce the backlog of land-related disputes and applications.As part of the campaign, district administrations have been directed to expedite the processing of pending cases and closely monitor progress. In a significant administrative measure, the department has also decided that demarcation applications for which approval has been granted but the prescribed fee has not been deposited within 15 days will be automatically discarded.
