Behind every inspection, licence, standard, investigation and public initiative carried out by the Social Care Standards Authority, there is a management team bringing together decades of experience in social welfare, law, operations, regulation, strategy and communications.At the helm is Ms Ruth-Rose Sciberras, CEO of the SCSA, a social worker with over 25 years’ experience in the social welfare sector. From her early work with Aġenzija Appoġġ in child safeguarding, fostering, adoption and domestic violence, to her leadership roles within Children’s Services and Aġenzija Sapport, Ruth has built a career rooted in protection, dignity and service quality.She has also contributed at European level, including through the Council of Europe and the PROMISE network and led the implementation of Malta’s Positive Parenting National Strategic Policy.The Authority’s legal and governance work is led by Dr Noel Cutajar, Director Legal and Governance, who also oversees the Malta Central Authority. A warranted lawyer, former Senior Police Inspector and experienced public official, Dr Cutajar brings a strong background in law, criminology, serious crime investigation and public governance. Working alongside him is Dr Yanika Zammit Tabona, Head of Legal and Governance, who plays a key role in international cooperation, particularly in maintenance, child abduction and adoption matters, while also representing Malta in European Judicial Network meetings.The operational backbone of the Authority is led by Ms Maria Bartolo, Director Operations, who brings over 40 years of experience in procurement, HR, financial planning and public administration. Her directorate includes Ms Stephanie Vella, Procurement Manager, who focuses on strategic sourcing, supplier management and cost optimisation and Ms Gayle Marie Bugeja, Human Resources Manager, who oversees recruitment, training and employee development.On the regulatory front, Ms Claire Vella, Director Compliance and Standards, leads the Inspectorate, Enforcement, Feedback and Standards Units. With a background in occupational therapy and disability studies, she brings both frontline experience and policy insight. She is supported by Ms Alessia Grech, Compliance and Standards Manager, whose work focuses on regulatory compliance, service quality, evidence-based practice and a supportive team environment.Strategy and internal support are driven by Mr Christian Borg, Head of Strategy and Support, whose background in finance, project management and process simplification supports a fair, consistent and people-centred approach. Working closely with him is Ms Kirsten Loftus, Strategy and Support Manager, who leads the Support team and oversees administrative and maintenance operations while helping align the Authority with its wider strategic goals.Bringing the Authority closer to the public is Ms Kim Musu, Head of Communications and International Relations. From media relations, public outreach, social media, press releases and visual content to event delivery and international engagement, Kim works tirelessly to put the SCSA out there, raise awareness about its work and strengthen public trust in the Authority’s mission.Together, this management team reflects the strength behind the SCSA’s mission: a mix of experience, professionalism, compassion and determination.
