In no part of the original screenshot does the person say that they cant afford an adoption fee. They might not want to pay it, or they might simoly orefer to get one another way. It was relatively common for people to give away puppies from litters their dogs had. Or people to want to give up their dogs to a new home. Asking for a free dog is not begging.. and theyre certainly not being choosy.
