Paul Mukiibi and his PM Digital Law Hub have been named winners of the Law Firm Innovation Award at the Legal Innovation & Impact Awards, held on June 26 in Johannesburg, South Africa. Mukiibi, who also serves as Head of the Department of Law Reporting, Research, and Law Reform at the Law Development Centre (LDC), was the sole Ugandan winner at the continental event, which celebrates individuals, teams and organizations driving meaningful change across the legal profession in Africa. “This recognition affirms our commitment to advancing legal innovation, digital transformation, research and impact in Africa’s legal sector. Grateful for the honour,” Mukiibi wrote on X following the announcement. The award honours commitment to advancing legal innovation, digital transformation, research, and impact in Africa’s legal sector, recognising those who understand that innovation is no longer optional in the legal profession but it is essential. The awards, which attracted more than 1,000 nominations according to organisers, were adjudicated by an independent panel of judges drawn from across the continent. The panel included legal experts from across the continent and evaluated nominees on criteria including bold innovation, practical transformation, and measurable impact. WHY HE STOOD OUT Mukiibi’s PM Digital Law Hub provides a central, practice-focused platform where legal professionals can learn, stay updated, build capacity, access tools, consult, and engage with emerging issues at the intersection of law, technology, and AI within the Ugandan and broader global context. The hub offers practitioners downloadable checklists, practice notes, and guides designed to support efficient and modern legal practice, as well as access to local, regional, and international precedents on AI and technology in legal practice. It also integrates AI-powered tools to enhance legal research, drafting, and overall practice support. So, Mukiibi’s win places him among Africa’s most impactful legal innovators, creating opportunities for collaboration and collective impact across the continent. WHO IS MUKIIBI? Mukiibi is an advocate, academic, researcher, and author with a career spanning legal practice, higher education, and public service. He holds a master of Laws (LLM), a master of Business Administration (MBA), a master’s in International Trade, Policy & Law, and a Master’s in Higher Education Management & Administration, alongside his LLB and Diploma in Legal Practice. He has also earned specialized certificates in governance, intellectual property, leadership, project management, and legal education pedagogy. As a widely published author, Mukiibi has contributed peer-reviewed articles to journals including the Uganda Living Law Journal, East Africa Law Society Human Rights and Rule of Law Journal, Uganda Law Society Journal, and the Journal of Anti-Corruption Law. His scholarly work addresses human rights, trade law, e-justice, legal education, governance, and socio-economic rights. During that award ceremony, Mukiibi noted the challenges of convincing lawyers to move beyond physical files and work beyond the confines of their chambers, while also highlighting the scarcity of local literature on digital legal practice. CHAMPIONING JUSTICE REFORM Most recently, Mukiibi campaigned for one of two elected advocate representative positions on the Judicial Service Commission, pledging to break barriers and tackle judicial fraud while prioritising the cleaning up of the justice system. However, those elections were controversially halted by court. He has also been a vocal advocate for legal reform, recently presenting LDC’s position on the Marriage Bill before Parliament, where he supported proposals for prenuptial agreements while opposing mandatory parental consent for adults and the criminalization of cohabitation.
