His claim was rejected citing a forensic expert's report that the complainant's account of the accident did not match the vehicle's physical damage pattern. The district commission ordered full payment. The insurer appealed. The Punjab State Consumer Commission has now upheld the full Rs 20 lakh award, finding the repudiation to be on flimsy grounds amounting to deficiency in service.
