When I said "it's on them," I think it was pretty obvious that I was referring to the requirement to go through the application process and to maintain the terms of it afterwards. You can't just go in and ask for money and get it. You have to meet the qualifications - and yes, I have dealt with Social services much more than I ever wanted to. Been approved and been denied. But no state can just handout money to anybody that just walks in the door without a stringent application process. Does it suck? Absolutely.
