If they had to spend the budget getting Spider-Man and lollipop school bags there would be less school bags to distribute. I used to wear a uniform, it was so ugly and I hated it but it meant none of us got bullied for our clothes because we all had the same ridiculous outfit. Similar scenario here, probably all the kids around them have the same bags so it’s whatever.
