A South Carolina inmate who told his family he was being intentionally starved inside the Chesterfield County Detention Center has now been ruled a homicide victim, nearly two months after jailers found his dehydrated, emaciated body on the floor of a feces-covered cell with the water shut off.Gary Donald “Bubba” Blair, 43, was found lifeless on the floor of his E Pod cell at the Chesterfield County Detention Center on July 24. The cell was covered in inches-deep feces.For context, Blair was not serving time for a violent crime. Deputies arrested him on February 22 after he showed up at his sister’s house wearing a Chesterfield County Sheriff’s Office golf shirt, a security badge, handcuffs, and pepper spray. He was charged with impersonating a law enforcement officer.A judge later found him incompetent to stand trial but restorable with treatment and ordered the South Carolina Office of Mental Health to take him on June 3. The agency never did. Officials cited a nine-month backlog. Blair sat in the county jail for another 51 days and died there. Uneaten sandwiches lay on the floor around his naked, emaciated body.The autopsy, finalized in mid-September, listed the manner of death as homicide. The cause: “profound dehydration…due to deprivation of water.”Contributing factors included pneumonia, a pressure ulcer on his heel consistent with lying on the floor for days, evidence he ingested toilet water, and “profound weight loss.”He went from nearly 300 pounds at booking to 185 pounds at autopsy.Queen City News investigative reporter Jody Barr broke the story and obtained the letters, inmate interviews, and family accounts that local officials had kept from the public.Blair told his family he was being intentionally starved. His handwritten letters from April and May 2026, sent to his father and to Circuit Court Judge Brian Gibbons, match what the pathologist later confirmed.“I’ve lost about 90 pounds so far. I’m starving to death in here; only two meals a day, that’s it. Breakfast and lunch; you starve, and I also have to drink from my toilet and no mattress to sleep on, only a hard ground,” he wrote on April 22. “I’ve been abused by staff and assaulted by everyone on the unit; I had to go 28 days without a shower except 1+2 in 30 days. No help for a white man.”In a May letter he added: “I weighed 292. 9 days later I weighed 270. Rapid weight loss is very unhealthy… Drinking water from a toilet bowl since I came to E block plus my toilet wasn’t flushed for 7 days straight, then 7 more days straight. Finally cut it on and cleaned it for drinking water. The staff is very nasty to white inmates thanks to Troy and James Dixon. We are starved to near death and deprived basic human rights, abuse mentally physically, emotionally.”“Troy” is former Jail Administrator Troy Ellerbe. James ‘JD’ Dixon, who was elected in 2018 as Chesterfield County’s first African-American sheriff.” Blair named both men in writing as the reason staff treated White inmates the way they did, according to Defender Network.Fellow inmates housed in the same pod confirmed the conditions to QC News. Brian Smith said Blair’s cell floor and walls were covered in feces an inch and a half thick, that Blair was naked and begging for water, and that jailers threw sandwiches onto the floor instead of providing trays.Inmates passed Blair water in a potato chip bag through the food slot because his sink was off. Nick Glowe, locked next to Blair for a week, said water to the cells was cut off and he too was forced to drink from the toilet.Blair’s aunt, Vivian Cassidy, tried to schedule a video visit on July 22, two days before he died. Jail staff told her he was “not allowed visits at this time.” She believes they knew he was dying on the floor.Sheriff Cambo Streater fired Jail Administrator Troy Ellerbe on July 29, five days after Blair’s body was found. Streater will not say why. Ellerbe told Barr he does not know why he was let go and declined further comment because of the state investigation.The South Carolina Law Enforcement Division opened a death investigation the day Blair was found. After the homicide ruling, that probe is now a homicide investigation. The local solicitor, Mike Burch, has already conflicted the case out of the Fourth Circuit.
