Personally, I understand why they can't to branded charecters, but if I was Unicef I'd see if there were any designers or illustrators who wanted to do something nice to put on them. Give the bag a smiley face or something, it doesn't have to be complicated. To keep costs down, you have to stick to single colour printing. To prevent theft and resale you have to keep the logos and brand colours. But someone could do something with those restrictions, and I bet people would volunteer. Hell I'm a graphic designer and I would volunteer (but I don't have much experience doing stuff for kids so they could probably get a better volunteer tbh). Ultimately UNICEF are tackling much much bigger issues than this, so I get why it's not a focus of time or resources for them. But I do think giving kids in these situations any level of normalcy or joy has value too.
