Moviment Graffitti activist Andre Callus has issued a furious call for Planning Authority executive chairman Johann Buttigieg to be removed from his post, days after the full publication of his WhatsApp exchanges with businessman Yorgen Fenech.In a video posted by Callus in collaboration with Moviment Graffitti, the activist described it as “incredible” that Buttigieg remained at the helm of the Planning Authority, repeatedly questioning why Prime Minister Robert Abela had not removed him.The rest of the report can remain unchanged, with any references to “a video posted by Moviment Graffitti” changed accordingly. Buttigieg told Fenech in one exchange that he would go into business with him “wherever you want”. Fenech later described some of the exchanges in court as “business jargon”.Buttigieg left the Planning Authority in October 2019 before eventually returning to lead it in January 2025. Details from the chats had previously been reported, but their full transcript was published for the first time this month.Callus accused Buttigieg of corruption and claimed the exchanges showed an unacceptable relationship between the planning regulator and major development interests.The activist went further, claiming Moviment Graffitti was receiving information that Planning Authority employees were being pressured to sign a petition supporting Buttigieg. No evidence substantiating that allegation was presented in the video, and Lovin Malta has not independently verified the claim.Callus then offered several theories for why Buttigieg remains in his position, including allegations of blackmail involving Buttigieg, developers and the government. These were presented by Callus as speculation, and he did not provide evidence to substantiate them.He argued there was otherwise “no logical way” to explain why Buttigieg remained at the authority.The pressure on Buttigieg has been mounting since the chats were published, with NGOs, student organisations and residents’ associations calling for his resignation or removal.Abela, meanwhile, has pushed back against the controversy surrounding the publication of the messages, arguing that the chats had already been in the public domain for years.
