Construction is ongoing at the International Specialized Hospital of Uganda in LubowaFINASI Construction has clarified the coordination process for visits to the International Specialized Hospital of Uganda (ISHU) construction site in Lubowa, following a proposed visit by Opposition Members of Parliament.On Thursday, a section of Opposition MPs was blocked from accessing the facility.In a statement issued on Friday, the company said all visits to the site must be formally communicated and coordinated through the Ministry of Health, in line with the project agreements. The process allows FINASI/ISHU to make the necessary safety, security and insurance arrangements before visitors are granted access.The company said the hospital remains an active construction site and requires visitors to be provided with appropriate personal protective equipment (PPE). It also requires advance confirmation of the number and names of visitors to ensure they can be safely received and guided around the site.Construction is ongoing at the International Specialized Hospital of Uganda in LubowaFINASI/ISHU said initial communication from the Leader of the Opposition about the proposed parliamentary visit was received on the afternoon of September 10, 2026. The company said it promptly brought the matter to the attention of the Ministry of Health, which is the relevant government representative under the established coordination arrangements.However, the company said formal notification from the ministry had not been received by the time the delegation arrived at the site. As a result, it had not been able to complete the required safety preparations or arrange PPE and access procedures.Charles Byaruhanga, FINASI/ISHU’s Chief Operating Officer, said: “We understand the public interest in the International Specialized Hospital of Uganda and remain committed to completing its construction and commencement of operations. However, visits to the construction site must be formally communicated and coordinated through the Ministry of Health within reasonable timelines to allow safety arrangements to be made.”“At the time the delegation arrived, FINASI/ISHU had not received the required formal notification from the Ministry and could therefore not complete the necessary safety and access arrangements. This was not about preventing access or avoiding accountability.
