By Mulengera ReportersThis Friday, CEC members descended on State House Entebbe for a session during which the major issues for discussion relate to how the ruling NRM can be strengthened to win the upcoming LC1 elections with a landslide. The other equally important issue up for discussion and resolution relates to the completion of constitution of the top leadership at the legislature with whom the new Speaker Oboth-Oboth will be working to deliver Gen Museveni’s legislative agenda in the next five years. Business had stalled at Parliament because the Parliamentary Commission hasn’t yet been fully constituted because the ruling NRM hadn’t yet presented four names for its back bench Commissioners. The party had also not yet completed the designation of leaders and members for the different Committees of Parliament. In her capacity as the GCW, Dr. Jane Ruth Aceng turned up for the Friday CEC meeting with lists indicating the MPs who applied and expressed interest for the four back bench Commission slots and also for the membership and leadership of the different committees of Parliament. With the exception of the four accountability Committees, which must always be chaired by the opposition, the rest of the Committees are chaired by members from the ruling party. Yet, even though individual MPs write applications expressing interest and showing which Committees they would like to serve on, Gen Museveni and his CEC members always have the last word. And this exactly is the essence behind the Friday CEC session at State House. Much as many think that the human rights situation in the country is a big issue, over which even US Senators and international media have been pronouncing themselves protesting the ongoing brutal clamp down on human rights defenders like Erias Lukwago, Miria Matembe, Martha Karua, Sarah Bireete and closure of NMG media outlets, none of this features anywhere on the agenda of the Friday CEC meeting. This is indicative of a think-skinned Gen Museveni who is determined to keep ignoring everyone else while concentrating on and prioritizing what matters according to him.
