Not to defend this person, but I think i can see what's happening. I suspect this person has probably heard of people getting into places of their own through programs like Section 8 and community housing. Now this person is probably not all there, mentally speaking. Plus they're not proficient with English. All of that combined could mean they don't know how to get into a place or even what programs to ask for.
