Minister of State for Primary Health Care, Dr. Charles Ayume admitted the Ministry was aware of the disaster By Prisca WanyenyaAdjumani East MP James Mamawi has urged Government to intervene after 10 people died following dog bites and a rabies outbreak in Adjumani district.He made the appeal during the August 27, 2026 plenary, asking the Ministry of Health to increase supply of anti-rabies vaccines and the Ministry of Agriculture to carry out massive vaccination of stray dogs.“Adjumani district has been hit by a public health disaster. Our people are dying of dog bites and a lot of rabies cases in our community. We have the Ministry of Health and Ministry of Agriculture whose role is to vaccinate pets roaming in our societies, but we have not seen them taking a single step despite all these occurrences. Right now, we are in panic, the vaccine provided by Ministry of Health got finished yesterday, and by today and tomorrow, we don’t know what will happen,” Mamawi said.“Can we have a statement from the Minister of Agriculture and Minister of Health for an emergency in Adjumani because this is urgent. If we don’t handle it, we have already lost 10 people,” he added.Minister of State for Primary Health Care Dr. Charles Ayume admitted the Ministry was aware of the disaster and said vaccines had been sent, proposing culling of stray dogs.“It is a cross-ministry intervention. Health, we shall tackle the downstream and we have demonstrated by sending some vaccines, but the long-term intervention is to put out of action the dogs and then vaccinate, and that is a preserve of Ministry of Agriculture. Going forward, we shall send more vaccines to Adjumani,” Ayume said.Meanwhile, Peter Okeyoh (Bukooli Island) asked Government when it intends to construct cages along islands in Namayingo district to protect residents from crocodile attacks when fetching water from the lake.“This Parliament appropriated money for the Minister of Tourism to construct safe places or cages where our people can draw water without being attacked by crocodiles, and to date our people continue being killed. Sinking boreholes and getting safe water is difficult in Namayingo.
