Japan fixes this with Gundam toys. You book a time, wait at a randomized spot in line. Get a ticket, get your face scanned. Then you go into the store and buy your items and leave. You can't buy up everything. Gotta fight scalpers at the source, by controlling how much they can buy and even going as far as facial recognition to limit them.
