If they aren't willing or able to pay someone, and nobody jumps at their free accomodations offer, then yes, they absolutely will have to take whatever it is someone is agreeable to do (e.g. coming and going a couple times per day). I agree that's not a good scenario and I'd never want it for my own dog. However, I'd also never be advertising for free dog sitters, either.
