It wasn’t close.The plan carved up Cleaver’s Kansas City stronghold and spread those voters into neighboring Republican districts. President Trump praised Missouri’s legislators and called the map “much fairer, and improved.”Governor Mike Kehoe signed it. Hanaway’s office then spent a year beating back left-wing lawsuits in Jackson County and Cole County arguing the map was compact, constitutional, and the job of the elected legislature, not dark-money referendum mills.Thursday’s unanimous opinion from Chief Judge Ginger Gooch flipped the script.
