As someone with 8 cats... this is insane. It honestly makes me wonder if she is trying to dump her cats. Wouldn't be the first time in cat rescue I've seen something like that. That's why she wants them taken to a different location. 8 cats was too much for her to handle, and no one will take them willingly and intentionally, so she's tricking someone into taking them.
