I just remembered seeing it everywhere about 10 or so years back. People trying to train service dogs to be anchors for kids who elope. It's horrible for both the dog and child. I think more have the idea now that the adult holds the main leash and the child holds a secondary but her wording makes me think she's going with anchor.
