More than 2,000 U Block homeowners plan to approach court over 1,362 recorded violations in DLF Phase 3.The EWS blocks of U Block in Gurgaon’s DLF Phase 3 have 1,362 recorded violations, including stilt constructions, zoning violations and operation of paying guest (PG) facilities, according to records available on the Department of Town and Country Planning (DTCP) website. Now, more than 2,000 homeowners in the block are preparing to approach the court, seeking a property-wise assessment of violations instead of uniform action across the locality.This comes after DTCP resumed the enforcement drive in DLF Phase 3 earlier in the week, sealing four major commercial establishments and demolishing unauthorised structures.U Block homeowners, whose plots measure around 60 square yards, said the nature and extent of violations vary from property to property.“A handful of multi-storey towers cannot become the pretext to penalise thousands of small homeowners. The scale of deviation differs significantly from plot to plot, and the authorities must evaluate each case on its own merit,” said Kuldeep Yadav, a resident involved in the legal consultations.Ishwar Yadav, another resident, said property owners are willing to cooperate if offered workable regularisation mechanisms. “Homeowners are prepared to make necessary modifications and comply with regulations if the government provides a clear framework. We need a defined roadmap for existing structures rather than sweeping, across-the-board crackdowns,” he said.The homeowners said they plan to place site-specific structural data before the court, requesting the Haryana government to introduce a ‘practical policy’ allowing rectifiable structures to fall within building norms.They would also seek a policy-based framework from the state that would allow rectifiable structures to comply with norms and ease the burden on tenants and families dependent on rental income. Further, they would submit detailed documentation on property-wise differences, arguing that severe violations should be dealt with separately, homeowners said.Story continues below this adYadav said many owners are open to retrofitting stilt-plus-four or stilt-plus-five buildings to adhere to the 16.5-metre height ceiling.Amid the enforcement drive initiated following directions from the Punjab and Haryana High Court, the DTCP has been taking action against building plan violations, unauthorised vertical construction, commercial misuse of residential plots and encroachments across DLF colonies.
