That's really sad. This sounds like an older child trying to get help for his family. I don't think it's fair to say he's too busy playing games all the time - if he's a kid, he should be able to have fun and not have to worry about living in this hell hole. This is too much work for a kid, they definitely need help and guidance but I wouldn't be able to trust that the money would be spent properly. The mom needs some serious help too. What a sad situation.
