Trainer Librado Barocio has been suspended 45 days and fined $3,750 for possession of several syringes, hyperemic needles and vials of Polyglycan (a joint injection) resulting from an April search of his property at Santa Anita, according to a ruling posted on the Horseracing Integrity and Safety Act's (HISA) website Thursday.According to the agreed order, the suspension began on August 30. During that 45-day period, Barocio will be “prohibited from participating in any capacity in any activity involving Covered Horses, or in any other activity taking place at a Racetrack or Training Facility, and from permitting anyone to participate in any capacity on his behalf in such activities,” the order states.“I want to sincerely apologize to the horse racing industry and to everyone who was affected by my actions. I accept full responsibility for what I did, and I accept the penalty that was imposed. I made a mistake, I take the blame for it, and I am truly sorry. I have learned from this experience, and I can assure everyone that it will never happen again,” Barocio wrote to the TDN in a text message Friday.According to the order, Horseracing Integrity and Welfare Unit (HIWU) investigators “searched the stable areas under Mr. Barocio's control at Santa Anita” on April 17 and found the following items:Four 12ML syringes capable of accepting a needleOne 12ML syringe with an attached hypodermic needleOne hypodermic needle with a cap.Five 10ML vials of Polyglycan, three of which were empty, one of which was partially empty, and one of which was full.Polyglycan is a joint injection designed to replace lost or damaged synovial fluid. It is permitted for use under HISA if it's possessed and administered by a licensed veterinarian, and the injection is properly logged.Under HISA, joint injections are not permitted 14 days prior to post-time of race-day, and not within 7 days prior to any timed and reported workout.If Polyglycan is administered intravenously—an off-label method—it would come with a 48-hour stand-down period under HISA.After the HIWU investigators found these items on April 17, the California Horse Racing Board (CHRB) scratched a horse Barocio had entered to race two days later.According to the order, Barocio and the HISA Authority “agreed that a provisional suspension hearing was not needed,” and the matter proceeding to the HISA Board for review.After Barocio admitted the possession charges, “The parties, as indicated by their respective signatures below, have agreed to resolve this matter. Mr. Barocio waives any hearing on this matter and specifically waives his right to present testimony, evidence, and argument to the Internal Adjudication Panel in accordance with the procedures in the HISA Rule 7000 and Rule 8000 series,” the order states.Barocio's most notable victory as a trainer came with Lovesick Blues (Grazen) winning the 2025 G1 Bing Crosby Stakes at Del Mar. Since 1999, Barocio has trained 125 winners from 951 starts, with nearly $5.7 million in earnings.
