Every week, the TDN posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA)-related rulings from around the country. The following rulings were reported on HISA's “rulings” portal and through the Horseracing Integrity and Welfare Unit (HIWU)'s “pending” and “resolved” cases portals.Among this week's rulings, trainer Carlos Sedillo had an additional 18-month suspension added to an existing 18-month ban, this time for violating the terms of the original suspension. The latest suspension will start June 11 next year.Beginning Dec. 11 of last year, Sedillo was suspended 18 months after he was found in possession of the banned substance Levothyroxine (Thyro-L) at the Sunland Park racetrack in New Mexico on March 6, 2025.According to a written final decision in the case by arbitrator by David Benck, HIWU investigator Brian Bennett saw Sedillo at or near Barn J-1 in Sunland Park's barn area multiple times on Jan. 11 this year.“Investigator Bennett entered Barn J-1 and found Mr. Sedillo in Room #3, a tack room that appeared to have been converted into living quarters, sitting on a bed and talking on a cell phone. Mr. Sedillo was holding a clipboard containing a training record sheet labeled 'Jan 2026' for the horses in Barn J-1,” the final decision states.“The training chart listed fourteen horses. Five of them are Covered Horses that were registered to Trainer Duree in the HISA Portal on January 11, 2026, and four of the five had previously been registered to Mr. Sedillo,” the ruling adds.“Investigator Bennett interviewed Mr. Sedillo in Room #3 the same day. Mr. Sedillo acknowledged that he was serving a period of Ineligibility that would not expire until June 2027 and that he knew he was not to have contact with Covered Horses during that period. He stated that he believed it was acceptable to be in the Sunland Park barn area because he had not yet been 'ruled off' by the New Mexico Racing Commission,” according to the final decision.Sedillo did not appear at the Oct. 7 hearing on the matter. According to the final ruling, Sedillo's counsel offered no testimony, exhibits or argument on the merits that day, “stating only that Respondent had 'denied the charges.'”In a prior written response to HIWU, however, Sedillo reportedly stated: “'I acknowledge that I was present that day. I had been invited by Dominic Duree to watch a football game, and because my New Mexico racing license has not been suspended, I believed I was permitted to be on the backside.” He further stated that “[t]he investigators asked that I leave the backside and I haven't been back to Sunland Park since the day in question.'”Resolved ADMC ViolationsDates: 10/21/2026Licensee: Joe Toye, trainerPenalty: 7-day period of Ineligibility for Covered Person, beginning on October 22, 2026; Disqualification of Covered Horses' Race results, including forfeiture of all purses and other compensation, prizes, trophies, points, and rankings and repayment or surrender (as applicable); a fine of $1,000; imposition of 1.5 Penalty Points.
