probably someone who owns a lot of rental properties and doesn't care if someone else had it as long as it looks like it's in good condition. i've never had to go buy carpet so i have no idea how much it would cost to just get new carpet. i wouldn't do it myself, but i for sure can see some landlord grabbing it to replace an abused carpet from a previous tenant.
