Keep leased seeds through a validator restartThe validator now reports idle before taking any work, and waits outthe backend's takeover window on a duplicate-session rejection insteadof exiting, so a restart no longer crash-loops or claims seeds it isabout to drop. On SIGINT or SIGTERM it posts one stand-down heartbeatso every seed it held goes back to the pool at once.
