by "not for adoption" she means "can't be adopted because they're too aggressive". its classic shelter soft coded speak that we see all the time on rescue subs. she can't adopt them out because no one- rescue or private citizen- would take them and she knows that if she surrenders them to the govt that they will be put to sleep. normally i don't think its my business to tell private citizens what they should do with their aggressive dogs, but its clear that shes unable to care for them. imo if the system decides they aren't adoptable and need to be euthanized, then thats that.
