I don’t think so. I’m pretty sure OOP’s friend fostered 21 dogs before she died, then they all went to another shelter, and 2 years later 8 of them hadn’t been adopted yet, so OOP agreed to take them, but she doesn’t have a home, so she has another friend fostering them in the meantime. It’s hard to know for sure because the story is not very clear.
