Kobe is right next to Osaka, like it's virtually the same metropolitan area it's that close - it's in the "expensive zone" as he calls it. Given the antipathy towards foreigners in Japan atm, I find it hard to believe the government would welcome in, what is essentially a beggar, who'd be considered a risk as a potential illegal worker and visa overstayer.
