So this appears to be two people living separately and with personal financial management. While an expectation clearly was set for the one to help the other, the warning sign is not the request for the promise to be fulfilled, it's the comment about the shoes. The one commitment to help doesn't preclude the person from spending in other ways. So I wouldn't call this begging or entitlement, it's bullying and emotional manipulation. As others have said. Run.
