The club has diligently respected due process for eight years on the basis that the Premier League Board and Executive would behave as an independent, impartial and fair-minded regulator, free from partisan influence.”City were initially charged in February 2023 with the ten-week hearing taking place in September 2024.Pep Guardiola revealed in early 2025 that the club expected the verdict, but it never came.Man City now have to go through an appeal processShutterstock EditorialManchester City have been found guilty of the majority of the financial charges they committed against the Premier League, and there are a range of punishments possible.In February 2023, the Premier League hit City with 115 financial breaches, split into five specific sections.The multiple Premier League champions denied and deny all wrongdoing throughout the entire process.There was then a ten-week hearing in September 2024 with City’s lawyers on one side and the Premier League’s on the other.The cases of both were heard by an Independent Panel, who have now concluded that of the 115 charges, Man City are guilty for the majority of them.And talkSPORT’s Ben Jacobs broke down what has happened.He said: “My understanding is that only one of the categories Man City have been found not guilty, and these are buckets of different charges, so one category constitutes a portion of the overall number of charges.“So, that doesn’t mean that 114 out of the 115 charges. Instead, it means one category they’ve been found not guilty and all others are.“The Premier League are now confident of a satisfactory conclusion, but there is no guarantee that this will be resolved imminently.”City were previously found guilty of breaching UEFA’s Financial Fair Play rules and were kicked out of all European competition for two years.They then launched an appeal and the Court of Arbitration for Sport [CAS] reversed the ban and found them not guilty, and talkSPORT understands that City sources point to the fact UEFA were very confident their ban would be upheld only for it not to be.Man City have made a perfect start to the season but Enzo Maresca now faces a lot of difficult questionsGettyAs a result of City’s position, they plan to challenge this ruling, though, they can’t go to CAS on this one.But just because they appeal, it doesn’t mean that punishments won’t be applied. Here is talkSPORT.com’s breakdown of the appeal process and what could happen.How long is the appeal process?As soon as the Premier League or Independent Commission publish their findings and release a statement, that is when the appeal process can begin.But once an appeal is lodged, there is no time frame for how long it could take.However, the whole process would be strictly confidential.Man City have enjoyed extraordinary success, but there is now reputational damageGettyThere is an alternative to an appeal, which would be for City to go to the Premier League and try and reach an agreed punishment.This would be similar to the route Chelsea went down when the new ownership flagged 74 breaches from the Roman Abramovich era to the FA.In this case, the FA looked kindly upon Chelsea and the punishment was limited to a £10million payment and suspended registration ban.talkSPORT understands this should be seen as a one-off and a totally different case to this one due to the fact that was a different regime reporting previous breaches.City have the same owners and a section of the charges related to them are for not co-operating with the Premier League.Can they be stripped of titles?Yes, is the simple answer, but there is far more to it than just simply taking every single trophy off them from 2009 until 2023.But in theory, this is entirely possible, and it could see the teams who missed out to them retrospectively awarded the trophies.This could see Inter Milan gain another Champions League title, while Manchester United, Liverpool and Arsenal would all get Premier League honours.But the preference for cases like this are to hand out forward punishments rather than retrospective ones.The main reason for this is due to the legality around stripping titles, and the safest legal ground is for punishments to impact the future of the club rather than the past.However, there is still a possibility that they have their titles stripped.Man City’s numerous trophies and titles are likely to remain theirsGettyPoints deductions and relegationstalkSPORT understands that the doomsday scenario is that City are kicked out of the English football pyramid.This would be the Premier League and EFL saying no to them carrying on in any of the top four divisions.It would then be up to the National League to decide if they would accept City and so on as you go down the pyramid.Of course, there is no precedent for that ever happening and nothing suggests that will happen, but it is a possibility.City could also be handed such a severe points deduction that they are basically relegated.Everton received an initial ten-point deduction for one PSR breach in 2023 and Nottingham Forest lost four points.And due to the number of charges, we could see a points deduction like we’ve never seen before.Payments relating to Roberto Mancini’s time at the Etihad form a key part of some of the chargesWhen could punishments be applied?Well, it is possible that any punishment could be dished out before an appeal.So, if City are handed a huge points deduction, that could be seen in the Premier League table instantly.It would then change once a conclusion to the appeal is reached.But Everton and Forest immediately had their points deductions applied.So, now everyone both related and not related to City have to wait to see what the punishment is going to be as it could be unprecedented.
