For millions of Americans, the 2026 midterm ballot could look different from the one they received two years ago. Their address may be exactly the same. Their polling place may also be unchanged. What could be different is the congressional district drawn around them. A Protect Democracy analysis estimates that about 34.8 million Americans were placed in different congressional districts between the 2024 and 2026 elections.
