Narendra Modi’s flagship PM Surya Ghar: Muft Bijli Yojana more effective and citizen-friendly, the Haryana Government has implemented the ‘Saur Urja Protsahan Yojana’ (SUPY). Under this scheme, eligible domestic consumers will be provided interest-free financial assistance in a graded manner over and above the Central Government subsidy, thereby promoting the adoption of solar energy on a large scale across the state.Vij informed that Chief Minister Nayab Singh Saini has approved the proposal for amendments to the Standard Operating Procedure (SOP) of the Saur Urja Protsahan Yojana. He said that the State has set a target of installing 2.22 lakh rooftop solar plants by 2027. Interest-free financial assistance will be provided to consumers to reduce their initial investment burden and ensure substantial savings on electricity bills.The Energy Minister said that special benefits under the scheme will be extended to non-defaulter consumers, State Government employees and Antyodaya families. Eligible consumers will be able to install rooftop solar plants of up to 5 kW, while economically weaker sections will also be provided additional State Financial Assistance (SFA). He added that the entire process has been made transparent, simple and digital. Consumers will be able to verify their eligibility through the DISCOM portal and complete the application process seamlessly through the National Portal.*Eligibility Conditions Under the ‘Saur Urja Protsahan Yojana’ Simplified: Vij*Vij said that the mandatory condition requiring Category-I consumers to have paid electricity bills regularly for three consecutive years has now been removed. Under the revised provisions, being a non-defaulter only in the immediately preceding billing cycle at the time of application will be sufficient. This will enable a larger number of domestic consumers to become eligible for financial assistance for rooftop solar plants up to 5 kW.He further stated that employees of the State Government, Boards, Corporations and other institutions, including HKRN employees having job security, will also be eligible for benefits under the scheme if they are non-defaulters in the previous billing cycle. They will be able to install rooftop solar plants of up to 5 kW.Similarly, Antyodaya families with an annual income of up to ₹3 lakh, as per the Parivar Pehchan Patra (PPP), will be eligible for State Financial Assistance for rooftop solar plants of up to 2 kW capacity.Vij clarified that applicants under all categories must ensure that no electricity connection registered in their name anywhere within the jurisdiction of any DISCOM in the State is in default, so that the benefits reach genuine and eligible consumers.*Consumers to Receive Interest-Free Financial Assistance: Vij*Anil Vij said that attractive financial assistance is being provided to Category-I and Category-II consumers to encourage them to adopt solar energy. He explained that the estimated cost of a 1 kW rooftop solar plant is ₹55,000, of which the consumer will have to contribute only ₹5,500 (10 percent) as the initial amount. The remaining amount will be met through a Central Government subsidy of ₹30,000 and interest-free financial assistance of up to ₹19,500 from the power utility, ensuring no additional financial burden on consumers.Similarly, for a 2 kW plant, consumers will have to contribute only 10 percent of the cost, while the balance amount after the Central subsidy of ₹60,000 will be provided as interest-free financial assistance. For rooftop solar plants ranging from 3 kW to 5 kW, the Central Government will provide subsidies up to ₹78,000, while the power utility will extend interest-free assistance ranging from ₹58,500 to ₹97,500.Vij said that the objective of the scheme is to provide every household with clean, affordable and self-reliant energy, thereby reducing electricity bills significantly and promoting green energy in the State.*Antyodaya Families also to Receive Additional Benefits: Vij*Anil Vij said that the State Government is making special efforts to connect Antyodaya families with solar energy. He informed that eligible Antyodaya families having an annual income of up to ₹1.80 lakh, as per the PPP, will receive additional State Financial Assistance for a 1 kW rooftop solar plant. Apart from the Central subsidy of ₹30,000, the State Government will provide assistance equivalent to 40 percent of the actual cost or ₹25,000 per kW, whichever is lower.He said that this provision is a significant step towards ensuring clean energy at minimal cost for economically weaker sections. *Middle-Income Families Also Being Encouraged to Adopt Solar Energy: Vij*Vij said that the State Government is also encouraging middle-income families to switch to solar energy. Families with an annual income of more than ₹1.80 lakh and up to ₹3 lakh, as per the PPP, have been provided special financial assistance under the scheme.Under this provision, for a 1 kW solar plant costing ₹55,000, the consumer will contribute only ₹5,500, while in addition to the Central subsidy of ₹30,000, the State Government will provide ₹10,000 as additional assistance and the power utility will provide financial assistance of ₹9,500. Similarly, for a 2 kW plant, the consumer’s contribution will be only ₹11,000, while an additional State Financial Assistance of ₹20,000 and departmental assistance of ₹19,000 will be provided over and above the Central subsidy of ₹60,000.He said that the objective is to ensure that even families with limited incomes are able to avail the benefits of solar energy at affordable costs, achieve long-term savings on electricity bills and contribute to making Haryana energy self-reliant.Vij said that solar energy is the need of the future and under the leadership of Prime Minister Sh. Narendra Modi, the country is rapidly moving towards clean and green energy. In line with this vision, the Haryana Government is promoting rooftop solar plants so that electricity expenses of common citizens can be reduced, environmental protection strengthened and Haryana made more energy self-reliant.Expressing confidence, Anil Vij said that the proposed amendments would widen the scope of the scheme, simplify its implementation and significantly increase the number of consumers adopting solar energy in the State.
