A court has reinstated the award of the €300 million Evans Building concession to Valletta Luxury Projects, overturning an earlier decision that had scrapped the tender.Acoording to Times of Malta, he ruling means the consortium, made up of Eden Leisure Group and Benny Limited, can move forward with plans to transform the historic Valletta building into a luxury hotel.Earlier this year, the Public Contracts Review Board (PCRB) had ordered the tender to be re-evaluated after finding that Valletta Luxury Projects had been allowed to correct an error in its financial bid after submissions had closed.The consortium had mistakenly listed its total bid as €1.2 million instead of the intended €78 million over the 65-year concession period, despite clearly stating an annual concession fee of €1.2 million throughout the rest of its submission.However, the Court of Appeal ruled that the mistake was an obvious formatting error rather than a change to the substance of the bid, concluding that the correction merely reflected what was already evident in the tender documents.As a result, the court overturned the PCRB’s decision and confirmed Valletta Luxury Projects as the successful bidder.The concession covers the regeneration, design, management and operation of the Evans Building, which is set to become a high-end tourism accommodation establishment.Located near Fort St Elmo at the tip of Valletta, the Evans Building was originally built in 1952 as university laboratories and also includes the remains of the Nibbia Chapel, the Chapel of the Bones and the Anatomical Theatre.The project has long divided opinion, with some Valletta residents campaigning for the site to be used for community purposes, such as a home for the elderly, rather than being converted into a luxury hotel.Do you think the Evans Building should become a luxury hotel?•
