He said that June 25, 1975, remains a dark chapter in the history of Indian democracy, when democratic rights were suppressed under the patronage of those in power and an Emergency was imposed across the country.The Chief Minister was addressing the gathering at the ‘Samvidhan Hatya Diwas’ programme held in Panchkula to mark 51 years since the imposition of the Emergency. On this occasion, the Chief Minister honored the Loktantra Senanis by presenting them with a ceremonial stole and a certificate of appreciation.The Chief Minister stated that the 21-month Emergency remains one of the darkest chapters in the history of Indian democracy. Driven by the arrogance of power, efforts were made to undermine the country’s democratic institutions. Opposition leaders were jailed, press freedom was curtailed, and every voice of dissent was silenced. He said that thousands of individuals who fought to safeguard democracy endured immense hardships and torture but remained steadfast in their commitment to democratic values and principles.Nayab Singh Saini recalled that on June 12, 1975, the Allahabad High Court declared the election of the then Prime Minister void. However, instead of upholding democratic traditions and accepting the verdict, an Emergency was imposed across the country on the night of June 25, 1975. The fundamental rights of crores of citizens were suspended, and a severe blow was dealt to the spirit of the Constitution.The Chief Minister said that even before the imposition of the Emergency, Loknayak Jayaprakash Narayan had given the historic call for ‘Sampoorna Kranti’ from Gandhi Maidan in Patna on June 5, 1974. He described it as a powerful people’s movement aimed at safeguarding democracy and resisting authoritarianism.He stated that in an attempt to suppress this democratic movement, several prominent national leaders were imprisoned, including Loknayak Jayaprakash Narayan, Nanaji Deshmukh, Morarji Desai, Atal Bihari Vajpayee, L.K. Advani, George Fernandes, Biju Patnaik, Chandra Shekhar, and Sardar Parkash Singh Badal.He said that during the Emergency, more than one lakh citizens were imprisoned, 253 journalists were arrested, and 1,564 people from Haryana were also jailed. Describing it as the gravest assault on democratic rights and freedom of expression, he said the period witnessed unprecedented curbs on civil liberties.The Chief Minister stated that Haryana played a pivotal role in the struggle against the Emergency. Owing to its strategic location surrounding Delhi on three sides, the state became a major center of Emergency-era repression. Several prominent national leaders were placed under house arrest in Haryana. At the same time, numerous political and social activists, along with hundreds of Rashtriya Swayamsevak Sangh (RSS) volunteers, were detained. He further noted that an RSS training camp (Shiksha Varg) being conducted in Rohtak had to be terminated prematurely following the imposition of the Emergency, and the organization’s offices were subsequently sealed.Nayab Singh Saini remarked that despite the repression and hardships endured during the Emergency, Haryana remained resolute. Public awareness campaigns were carried out across villages and blocks, Satyagrahas were organized, and hundreds of people fearlessly courted arrest. This struggle, he said, stands as a testament to the indomitable spirit of Haryana, whose people have never bowed before injustice or authoritarianism.The Chief Minister described the Loktantra Senanis as an enduring source of inspiration. Just as freedom fighters sacrificed everything to secure the nation’s independence, these Loktantra Senanis dedicated themselves to protecting democracy and safeguarding the Constitution. He emphasized that the message of Loknayak Jayaprakash Narayan remains as relevant today as ever: “Freedom is not won just once; it must be won every single day.”He stated that the Haryana Government has consistently accorded high priority to the dignity and welfare of the Loktantra Senanis. The first Loktantra Senani Samman Samaroh was organized in Rohtak in 2015 to recognize their invaluable contribution to the preservation of democracy.He further said that Loktantra Senani and their spouses have been extended medical facilities at par with government employees, along with travel concessions in Haryana Roadways buses. In addition, their monthly pension has been enhanced to Rs 20,000. At present, 501 Loktantra Senanis and their widows in the state are benefiting from this honor allowance.The Chief Minister said that the Emergency imparts three important lessons. First, every citizen must remain constantly vigilant to safeguard democracy. Second, the strength and independence of institutions such as the judiciary, legislature, and executive are fundamental to the health of a democratic system. Third, in a democracy, the people are supreme; when citizens unite to protect their rights, no force can suppress their collective will.He stated that under the visionary leadership of Prime Minister Sh Narendra Modi, the nation is continuously strengthening democratic values and constitutional principles. The ‘Hamara Samvidhan, Hamara Swabhiman’ (Our Constitution, Our Pride) campaign, launched to commemorate 75 years of the Constitution, reflects the country’s unwavering commitment to democracy and constitutional ideals.The Chief Minister further said that under the Prime Minister’s leadership, India has achieved significant progress in development, good governance, and public participation over the past 12 years. He said the reforms being undertaken under Haryana Vision-2047 will equip the youth with the skills required for the future and help establish Haryana as a leading centre of education and skill development in the country.The Chief Minister was presiding over a review meeting of the Technical Education Department and School Education Department regarding their upcoming roadmap and action plan under Haryana Vision-2047 at Haryana Civil Secretariat on Thursday. During the meeting, the budget announcements related to both departments, the Chief Minister’s announcements, and the progress of various ongoing schemes in the education sector were discussed in detail. During the meeting, Additional Chief Secretary, Higher Education Department, Sh. A.K. Singh, Principal Secretary, Department of Future, Smt. Amneet P. Kumar, Director General, Technical Education Department, Dr. Prabhjot Singh, Director General, Secondary Education, Sh. Jitender Kumar, OSD to the Chief Minister and Director General, Swarna Jayanti Haryana Institute for Fiscal Management (SJHIFM), Dr. Raj Nehru, along with other senior officers, were present.He said the Government aims to make the education system more modern, quality-driven, employment-oriented and aligned with global standards so that the youth of the state are prepared to meet future opportunities and challenges.Reviewing the Technical Education Department, the Chief Minister emphasised the need to provide employment-oriented education and advanced skill training to students.He said that 10 Industrial Model Townships (IMTs) are proposed to be developed in Haryana in the coming years. In view of this, it is essential to equip youth with advanced technology-based education and skill training in line with future industrial requirements.He directed officers to align curricula with the present and future requirements of industries and to introduce short-term skill courses in consultation with industry stakeholders to enhance employability.He also directed officers to make continuous efforts to improve the quality, ranking and performance of ITIs, polytechnic institutes and higher educational institutions through regular evaluation and monitoring mechanisms.*Polytechnic institutions to be made state-of-the-art*The Chief Minister reviewed the progress of four new polytechnic colleges being established in the state. He directed officers to strengthen infrastructure, upgrade machinery and provide modern facilities in technical institutions to ensure students receive industry-relevant training.*Discussion held on creating an inspiring academic environment and promoting startups*The Chief Minister directed officers to ensure greenery, cleanliness and a conducive learning environment in educational institutions. He emphasised that campuses should be aesthetically designed to provide students with a positive and inspiring atmosphere. The meeting also reviewed the progress of startups established through incubation centres.Success stories of startups established through incubation centres should be widely shared with students to encourage them to pursue entrepreneurship, he added.*Focus on improving quality in school education*During the review of the School Education Department, the Chief Minister directed officers to focus on improving educational quality and strengthening infrastructure. He directed the constitution of Vigilance Committees to monitor the quality of construction works, laboratories and other facilities in schools. These committees will conduct surprise inspections and interact with students to obtain feedback regarding educational standards and available facilities.*Cleanliness period to be introduced in schools; participating students to receive certificates*The Chief Minister reviewed the implementation of his earlier directions to dedicate one period every week to cleanliness and social awareness activities in schools. Education Department officers informed him that necessary directions have already been issued and that the Haryana State Song will also be sung during school assemblies. The Chief Minister further directed that students actively participating in cleanliness drives and social awareness activities be awarded certificates in recognition of their contribution.He also directed that procurement and tender processes related to schools be completed within  7 to 14 days and emphasised that all schools should have adequate desks and essential infrastructure facilities.He also directed officers to strengthen boundary walls, sanitation facilities, beautification works and other basic infrastructure in schools. During the meeting, officers informed that 1,065 labs are being established in the state with the support of the Central Government. The Chief Minister directed the department to work towards increasing the number of laboratories to 2,000, enabling a larger number of students to benefit from digital learning facilities.He further directed that every government school must have adequate Safai Karamchari (sanitation staff) and security arrangements. The required manpower may be engaged through Haryana Kaushal Rozgar Nigam Limited (HKRNL), wherever necessary. He also directed coordination with the Gram Panchayat and ULBs to procure dustbins for schools and maintain proper sanitation.*Super-100 Plus Programme and New Centre to be Established*The Chief Minister reviewed the progress of the NIPUN Haryana Mission, the Super-100 Scheme and the tracking system for school dropouts. To provide better opportunities to students preparing for competitive examinations, he directed officers to launch the ‘Super-100 Plus’ programme and establish an additional dedicated centre under the initiative. The programme provides high-quality free coaching to meritorious students studying in government schools and aims to ensure equal opportunities for students from economically weaker sections to succeed in competitive examinations.Reviewing the health check-up camps being organised in schools, the Chief Minister directed that parents should be informed promptly if any disease or health-related issue is detected in a student so that timely treatment can be ensured.Officers informed the Chief Minister during the meeting that 1,500 Special Teachers will soon be recruited in the state. Besides this, an MoU has been signed for teaching German language education to connect students with global opportunities, and work in this regard is progressing.Haryana Notifies Model Online Transfer Policy 2026; Transparent Merit-Based System To Govern Transfers Of State Government EmployeesThe Haryana Government on Thursday notified the Model Online Transfer Policy 2026, establishing a comprehensive, transparent, and merit-based framework for the transfer and posting of regular government employees across all state departments and organisations. The policy has been notified by Chief Secretary Anurag Rastogi.The policy is applicable to all regular employees of cadres where the sanctioned strength of a post is 50 or above, across all state government departments. It excludes All India Services and Haryana Civil Services Executive Branch and Allied Services. The Human Resources Department retains the authority to extend the policy’s applicability to cadres with a sanctioned strength of less than 50, where deemed appropriate. All posts within a covered cadre — including headquarters posts wherever applicable — will be included in the transfer drive under this policy. The policy may also be adopted by any organisation of the Government of Haryana beyond the regular government departments.Employee CategoriesThe policy classifies all employees into seven clearly defined categories for the purpose of participation in the transfer drive. The Deemed Category covers employees who have completed the prescribed tenure in a unit and are mandatorily due for transfer. The Voluntary Category covers employees who have completed the minimum tenure but not the prescribed tenure and who choose to participate. The Minimum Tenure Not Completed Category covers employees who have not yet served the minimum required period and are generally not eligible for transfer. The Notional Category applies to employees who enter a cadre through initial appointment, promotion, reinstatement, return from study leave, or repatriation from deputation after the qualifying date of the preceding transfer drive.The Surplus Category covers employees posted in units where numbers exceed the assessed administrative requirement, who are consequently required to mandatorily participate in the transfer drive. The Protected Category extends special consideration to employees due for retirement within 18 months of the qualifying date, those undergoing treatment for cancer, dialysis, bypass heart surgery within the last two years, or organ transplant, employees with disabilities of 70 percent and above, and widows with a youngest child up to ten years of age. The Excluded Category covers employees on deputation, study leave, absent for more than 180 days, under suspension, or out of service.Merit PointsThe policy introduces a rigorous and objective merit points framework carrying a total of 120 points, which determines the rank of each participating employee and governs unit allocation. The three major factors are Age, carrying a maximum of 30 points with a weightage of 25 percent; Experience in Cadre, also carrying 30 points with 25 percent weightage; and Special Factors, carrying 60 points with 50 percent weightage.Age points are calculated on the basis of the number of days between the qualifying date and the employee’s date of birth divided by 365 and multiplied by half. Experience points are calculated as the number of days between the qualifying date and the date of joining in the cadre divided by 365.Under Special Factors, female employees receive 10 points, except in cadres where all employees are female. Divorced, judicially separated, widowed, or single parent employees receive 10 points. Employees in couple cases — where the spouse serves as a regular employee in any organisation posted in Haryana, Delhi, or Chandigarh — receive 10 points. Spouses of serving military or paramilitary personnel receive 10 points. Employees or their spouses, unmarried sons, or unmarried daughters suffering from debilitating diseases, as certified by a duly constituted Medical Board of AIIMS, PGI Chandigarh, PGI Rohtak, or government medical colleges in Haryana, Delhi, or Chandigarh, receive 10 points. Employees with differently abled children with benchmark disability of 40 percent and above receive 10 points. Differently abled employees with benchmark disability between 40 and 70 percent receive 10 points. Employees who have been awarded a major penalty under the Haryana Civil Services Punishment and Appeal Rules, 2016, and are under the currency of punishment on the qualifying date, attract negative 10 points.In the event of a tie among employees, the order of preference for determining rank is: older in age, female, and first name in alphabetical order. Employees under the Protected Category are assigned a fixed 120 merit points.Eight-Stage Online ProcessThe entire transfer drive is conducted through an online software platform integrated with the Haryana Human Resource Management System. The process unfolds in eight structured stages with clearly defined timelines.In Stage 1, the Nodal Officer creates the transfer drive, determines the qualifying date and tentative schedule in consultation with the competent authority, updates unit and employee data within seven days, and publishes a preliminary list of employees with their merit points, tenure, and initial category.In Stage 2, employees validate their data or raise objections within five days through an OTP-based system. Objections are decided by the Head of Department and communicated within seven days. A second round of objection, if any, is also decided finally by the Head of Department. The entire Stage 2 is to be completed within a maximum of 20 days.In Stage 3, employees under the Voluntary and Protected categories are given a maximum of five days to indicate their consent for voluntary participation through an OTP-based process. Employees who fail to exercise the option at this stage are not considered for the ongoing drive.In Stage 4, the department undertakes a rationalization exercise over 15 days, identifying surplus and deficient posts across units, determining posts available for transfer and posts to be blocked, and publishing the final list of participating and non-participating employees. Employees belonging to the Protected Category are ordinarily not to be displaced during rationalization without their consent, provided not more than 50 percent of surplus employees in that unit belong to the Protected Category. Employees under the Voluntary Category who have opted to participate may withdraw their consent within three days through an OTP-based process during this stage.In Stage 5, all participating employees are given a maximum of five days to submit their unit preferences through the OTP-based system. Employees who fail to submit preferences are liable to be posted anywhere in the state. Employees under the Deemed Category are not eligible to opt for a unit in which they have already served the prescribed tenure.In Stage 6, units are allocated to employees strictly on the basis of their inter-se ranking as determined by the merit points framework. The Nodal Officer completes the allocation within five days. Employees not allocated any unit of their preferred choices are given one final opportunity to choose from remaining vacancies before being posted anywhere in the state.In Stage 7, transfer orders are generated and issued after approval from the competent authority. All transfers are to be implemented within ten days of issuance. Treasury Officers are directed not to draw the salary of employees who have not complied with transfer orders.In Stage 8, an employee aggrieved with the transfer process may represent to the competent authority through the intraharyana.nic.in platform within 15 days of issuance of orders, but only after joining at the new place of posting. The decision on such representation is to be communicated within 15 days.Other Key ProvisionsThe policy incorporates several additional safeguards and employee-friendly provisions. A female employee who has recently married, been widowed, or been divorced or judicially separated may submit a manual representation to the competent authority within six months of the occurrence for a preferred posting against any available vacancy as a one-time consideration, outside the transfer drive period.Employees may seek temporary transfer or shifting of headquarters outside the drive period only through the intraharyana.nic.in platform, and only on compelling grounds — medical necessity supported by a Medical Board certificate, death of an immediate family member, or less than one year remaining to superannuation. The Head of Department examines such cases and forwards them with clear recommendations to the Chief Minister for a final decision.No employee is to be transferred within one year of attaining superannuation without their written consent. General online transfers are to be conducted preferably once a year, while transfers necessitated by promotion, direct recruitment, or administrative exigency may be undertaken at any time with prior approval of the Chief Minister. No transfer or posting is to be made while an online transfer drive is in process; only temporary deployment is permitted during this period.Crucially, the policy explicitly prohibits canvassing or seeking extraneous intervention in transfer matters. Any individual representation, communication, or attempt to influence the process outside formal channels will be deemed an effort to exert extraneous influence and may invite disciplinary action.The Chief Minister retains the prerogative to transfer or exclude any employee from transfer, and to relax any provision of the policy after recording reasons in writing. The Human Resources Department is the final authority for interpretation and clarification of all policy provisions.The list of debilitating diseases recognised under the policy for the purpose of special factor points includes chronic heart diseases, chronic cardiac dysrhythmias, interstitial lung disease, cystic fibrosis, cirrhosis of the liver, chronic renal failure, epilepsy, paraplegia, quadriplegia, hemiplegia, Parkinson’s disease, degenerative disorders of the nervous system including motor neuron disease, autism spectrum disorders, cerebral vascular accident, multiple sclerosis, myopathies, thalassemia, haemophilia, aplastic anaemia, all types of cancer, schizophrenia, AIDS, organ transplant, Behcet’s disease, and muscular dystrophy.Further details of the policy can be accessed at csharyana.gov.in.Haryana Deploys IAS-HCS Officers for Ground Inspection of Drain De-silting Works Across the State Chief Secretary Anurag Rastogi Reviews Drain Cleaning Drive, Calls for Complete Monsoon ReadinessIn a decisive move to strengthen Haryana’s monsoon preparedness through direct field-level accountability, Chief Secretary Anurag Rastogi has ordered a statewide deployment of IAS and HCS officers to physically inspect urban drains across all districts and verify the quality of the ongoing pre-monsoon de-silting campaign.Chairing a comprehensive review of drain-cleaning operations across all 87 Urban Local Bodies in 23 districts, the Chief Secretary directed all Municipal Commissioners and Deputy Commissioners to ensure that senior administrative officers fan out across the state to conduct on-ground inspections of drainage infrastructure within the next three days.Under the special monitoring exercise, every IAS and HCS officer has been assigned the responsibility of inspecting drains within a minimum five-kilometre stretch within his or her jurisdiction. Officers will be required to upload detailed inspection reports, supported by field observations and photographs, on the Urban Local Bodies Department’s online portal, enabling real-time monitoring, transparency and accountability.Making it clear that monsoon preparedness cannot remain confined to office reviews, Rastogi stressed that senior officers must personally verify the quality of de-silting work, identify vulnerable locations, detect any deficiencies and ensure immediate corrective action wherever required.The Chief Secretary said the State Government is adopting a zero-tolerance approach towards negligence in pre-monsoon preparedness. He directed district administrations to ensure that every drain is inspected, every bottleneck is removed and every pending work is completed before the onset of the monsoon to minimise the risk of urban flooding and waterlogging.The Chief Secretary also reviewed the progress of the extensive drain de-silting campaign being undertaken across all urban local bodies in the state. Describing the drive as one of Haryana’s most comprehensive urban preparedness initiatives, Rastogi said the State Government has adopted a proactive approach by beginning drain cleaning well ahead of the monsoon.Commissioner and Secretary, Urban Local Bodies, Ashok Kumar Meena, CEO, Panchkula MDA, K. Makarand Pandurang, and other senior officers were present in the meeting.Haryana Invites One-Time Option from Group-D Employees on Common Cadre; Chief Secretary Anurag Rastogi Directs Time-Bound ExerciseA significant administrative decision affecting thousands of Group-D employees across Haryana, Chief Secretary Anurag Rastogi has directed all Administrative Secretaries, Heads of Departments, Divisional Commissioners and Deputy Commissioners to complete a time-bound exercise for obtaining a one-time option from eligible Group-D employees on whether they wish to continue under the Common Cadre or opt out of it.In a letter issued to all Administrative Secretaries, Heads of Departments, Divisional Commissioners and Deputy Commissioners, the Chief Secretary said the exercise will cover all Group-D employees recruited against Advertisement No. 04/2018, including those appointed on compassionate grounds during the period from March 28, 2018 to March 31, 2020.The letter states that the Government has decided to provide a one-time opportunity to these employees to exercise their choice regarding continuation in the Common Cadre following the amendments made to the Group-D service framework.Employees opting to remain in the Common Cadre will continue to be governed under the Haryana Group-D Employees (Recruitment and Conditions of Service) Act, 2018, as amended from time to time. Those choosing to opt out will be governed under the respective service rules of their departments.To ensure transparency and ease of access, the option will be obtained through an online portal. Eligible employees will be able to submit their choice through the portal available at https://recruitment.groupd.csharyana.gov.in/ from July 1 to July 15, 2026. The portal will be OTP-based and employees will be able to log in only through their duly registered HRMS mobile numbers.The Chief Secretary has instructed all Heads of Departments to ensure that every eligible employee participates in the exercise within the stipulated period. He has also clarified that if no option is exercised within the prescribed time, it will be treated as deemed continuation in the Common Cadre.Irrigation Development works worth Rs. 33.78 Crore gain momentum in the region through the Efforts of Irrigation Minister Shruti ChoudhryCommitted to ensuring drinking water supply and delivering irrigation water to the tail end of every canal: Shruti ChoudhrySignificant irrigation infrastructure projects have been approved in Bhiwani district, particularly in the Tosham constituency, through the efforts of Haryana Irrigation and Women and Child Development Minister, Shruti Choudhry. The projects, which include the renovation and modernisation of several minor distributaries, bridges, and pipeline networks, are expected to provide substantial benefits to farmers and strengthen water management across the region. A total expenditure of approximately Rs. 33.78 crore has been earmarked for these works, aimed at improving irrigation facilities, enhancing water availability, and ensuring efficient distribution of water to agricultural fields.Shruti Choudhry said that the state government remains committed to safeguarding farmers’ interests and continuously strengthening the irrigation system. During the meeting, detailed discussions were held on the progress of ongoing schemes, budget announcements and Chief Minister’s announcements aimed at making higher education more modern, quality-oriented, employment-focused and aligned with global standards.Education Minister Mahipal Dhanda, Additional Chief Secretary, Higher Education Department, A.K. Singh, Principal Secretary, Department of Future, Amneet P. Kumar, Director General, Higher Education Department, S. Narayanan, OSD to the Chief Minister and Director General, Swarna Jayanti Haryana Institute for Fiscal Management, Dr. Raj Nehru, along with other senior officers, were also present on the occasion.Officials informed the Chief Minister that 22 Model Sanskriti Colleges in the state are being developed as autonomous institutions. Modern infrastructure, smart classrooms, digital libraries and technology-enabled learning facilities are being expanded in these colleges. The Chief Minister directed that all under-construction college buildings and academic projects be completed within the stipulated timeline while maintaining high quality standards.To promote the gloablisation of higher education, the state has set a target of bringing its educational institutions among the top 150 institutions in the National Institutional Ranking Framework (NIRF). Efforts are being made to strengthen collaborations with foreign universities, student exchange programmes, research activities and a culture of patent generation. The Chief Minister directed officials to improve university rankings, encourage research and innovation, and ensure the speedy recruitment of faculty against vacant posts.The meeting also reviewed the progress of the “Autonomous AI Digital College” initiative. These institutions, proposed to be established in Panchkula and Gurugram, will function on an AI-based modern learning system. The Chief Minister said that preparing students for future technologies is the need of the hour. It was also informed that tuition fees for girl students pursuing undergraduate courses in government colleges have been waived.The Chief Minister directed officials to closely monitor student dropout rates and take measures to bring such students back into the mainstream of education. He further stressed that no student should be deprived of education due to financial constraints and directed that scholarship and other assistance schemes be made more effective.To promote research and innovation, the government is introducing 100 percent reimbursement of patent registration fees (up to a maximum of Rs. 50,000) and establishing a Rs. 10 crore Higher Education Quality and Research Fund. Work is also underway to link NCC, NSS and sports activities with the Academic Credit Bank and to develop an integrated digital portal for internships, apprenticeships and placements.Reviewing the progress of various Chief Minister’s announcements, officials provided updates on educational infrastructure projects underway in Rewari, Narnaul and other regions. It was also informed that science faculty classes have commenced at the Government Women College, Kairu, while the new Government College at Ramsaran Majra will become operational from the upcoming academic session.The Chief Minister directed officials to expedite the process of providing scooters to meritorious girl students under the “Avval Balika Yojana.” He further instructed that all schemes and projects be regularly monitored and implemented in a time-bound manner so that Haryana can emerge as a leading state in higher education, research and innovation.HTET to be held on July 4 and 5, 2026 Board Chairman and Secretary Hold Virtual Meeting with District Education OfficersThe Haryana Board of School Education (HBSE), Bhiwani, conducted a virtual meeting with District Education Officers (DEOs) to ensure the smooth and fair conduct of the Haryana Teacher Eligibility Test (HTET), scheduled for July 4 and 5, 2026. The meeting was chaired by Chairman, HBSE, Sh. Shankar Lal Dhopra.The Chairman said that a total of 2,33,294 candidates will appear for the examination at 383 centres across Haryana. The Level-3 examination will be held in the evening session on July 4, with 73,091 candidates. On July 5, the Level-2 examination will take place in the morning session with 1,19,141 candidates, followed by the Level-1 examination in the evening session with 41,062 candidates.He said that candidates will be able to check their allotted examination city on the Board’s official website. Admit cards will be issued separately later on.Addressing the District Education Officers via video conference, the Chairman issued necessary guidelines for the effective conduct of HTET-2025. Comprehensive inspection arrangements have been made, and special flying squads are being deployed to curb cheating and other irregularities. One officer/employee/representative from the Board and one administrative/gazetted officer from the district administration have been appointed at each examination center, he added.He directed the District Education Officers to organize a meeting under the chairmanship of the Deputy Commissioner before the examination, involving Chief Centre Superintendents, Centre Superintendents, and administrative officers, and to share the details with the Board.He said that all District Education Officers (DEOs) will establish a control room in their respective offices from July 3 to 5, 2026. Each DEO will designate one officer, two assistants/clerks, and one Class IV employee to staff the control room. The designated personnel will maintain direct communication with the control room established at the Board headquarters.A list of the appointed officers and staff must be submitted to the Board headquarters control room. The district control rooms will collect inspection reports from all flying squads operating within their respective districts, consolidate the findings, and ensure that the compiled reports are forwarded to the Board’s control room on the same day as the examination.Visually impaired and PwD candidates will be granted 20 minutes of extra time per hour, amounting to 50 additional minutes in total.Flying squads and observers have been directed to regularly check the functioning of jammers, biometric systems, videography arrangements, and CCTV cameras. Entry to examination centres will be permitted only with a valid identity card. All officers, staff members, and outsourced personnel, including camera operators and biometric operators, must wear photo identification cards throughout the examination.A central control room is also being established at the Board headquarters.
