Citizens will no longer be required to submit separate applications for mutation of land records. Moreover, mutation documents can now be downloaded from home.The Chief Minister launched the initiatives during a programme held at Haryana Niwas. Revenue and Disaster Management Minister, Sh. Vipul Goel, Public Health Engineering and Public Works Minister, Ranbir Gangwa, Additional Chief Secretary and Financial Commissioner, Revenue & Disaster Management and Consolidation Department, Dr. Sumita Misra were also present. Officers, mediapersons also attended the programme, while Deputy Commissioners joined the programme through video conferencing.The Chief Minister said that the state government’s commitment to making the lives of citizens simpler, smoother and more convenient has received a new impetus with the launch of the Auto Mutation System and Paperless Registration 2.0. He termed the initiative as a significant step towards realizing Prime Minister, Sh. Narendra Modi’s vision of a “Viksit Bharat” and a “Viksit Haryana.” The initiative reflects the government’s commitment to providing better citizen services through transparency, ease of access and maximum use of technology, said Nayab Singh Saini.The Chief Minister said that earlier, people often had to wait one to two years for mutation and other land-related services. Citizens were forced to make repeated visits to government offices, causing unnecessary inconvenience. Under the leadership of Prime Minister, Sh. Narendra Modi, the state’s double-engine government is working with complete transparency, accountability and commitment to ensure that government services and facilities are delivered in a simple, convenient and time-bound manner. Initiatives such as Auto Mutation and Paperless Registration 2.0 are a result of this approach and represent an important step towards providing hassle-free services to citizens, said Sh. Nayab Singh Saini.The Chief Minister further said that the paperless registration system was first introduced on September 29, 2025, in Ladwa Tehsil of Kurukshetra district and was subsequently implemented across Haryana from November 1, 2025. Based on feedback and suggestions received from various stakeholders over the past eight months, the second phase, Paperless Registration 2.0, has now been introduced, integrating the mutation process with property registration.He said that the new system features a simplified and more user-friendly registration application form. Aadhaar-based e-KYC has been made mandatory for both parties, ensuring 100 per cent verification of identity.The Chief Minister further stated that if an individual, company, institution or Non-Resident Indian (NRI) is unable to be physically present during the registration process, they will now be able to appoint more than one representative. Citizens may fill out deeds themselves or through deed writers, advocates or designated help desks.Nayab Singh Saini said that under the new system, information regarding which portion of land falls under the prime category and which falls under the non-prime category will automatically be displayed. He said that digital signatures and biometric authentication have been incorporated throughout the process. In cases where Section 7A of the Haryana Stamp Rules is applicable, the system will automatically display the relevant information during registration, said Sh. Nayab Singh Saini.The Chief Minister said that citizens will be able to verify the status of their applications online. An automatic hold mechanism will be triggered in the event of any irregularity. Information from various related departments will be displayed directly within the registration process. Citizens will also be able to upload additional documents online, including during the registration process itself, said Sh. Nayab Singh Saini.The Chief Minister said that a QR code-based document verification system has been introduced and that decisions in cases will be ensured within a maximum of three opportunities. He said that on the lines of passport services, citizens will now be able to obtain registration appointments under a Tatkal category as well. Additional e-stamps can be added whenever required. There will be no need to submit separate documents for DTP and NOC approvals, as the entire departmental verification process will be conducted online, shared Nayab Singh Saini.He further said that the existing RC-1 and RC-2 functions, which were previously handled at different levels, have now been integrated into a single process, reducing unnecessary procedural steps and saving time.The Chief Minister said that another historic and transformative reform in revenue administration is being introduced through the launch of the Automated (Auto) Mutation System, which will provide significant relief to millions of farmers and landowners across the state.He said that under the existing system, people faced numerous difficulties in getting mutations recorded. To provide a permanent solution, the Revenue Department has been working continuously over the past year. Out of more than six lakh pending mutation cases in the state, nearly four lakh have already been resolved.Nayab Singh Saini said that before implementation, the Auto Mutation System was operated on a pilot basis for one month. All suggestions and feedback received during this period were incorporated into the system. Approximately 50,000 mutations have already been recorded automatically during the initial phase, he said.The Chief Minister said that under the new arrangement, mutation will now be generated automatically as soon as a property registration is completed, and the corresponding mutation number will be issued at the time of registration itself. In cases where no partition of the khewat (joint ownership record) is required, mutations will be approved within 24 hours. Where khewat partition is necessary, disposal will be ensured within a maximum period of 10 days, said Nayab Singh Saini.The Chief Minister said that the entire process will be conducted online and monitored digitally at every stage. The government’s objective is to ensure time-bound disposal of all remaining pending mutation cases within the next 15 days.He said that the registration and mutation processes will now be fully integrated. Citizens will no longer need to apply separately for mutation. Shruti Choudhry on Tuesday chaired a key meeting of the Departmental High-Powered Purchase Committee (DHPPC) of the Irrigation and Water Resources Department at the Civil Secretariat. Haryana Education Minister, Sh. Mahipal Dhanda, also attended the meeting. During the meeting, a detailed review was done on preparations for flood management in view of the upcoming monsoon season. During the meeting, the committee unanimously approved all 16 agenda items pertaining to the procurement of pipes and high-capacity water pumps for tackling waterlogging and flood-like situations across the state. Notably, the State Government will spend more than Rs. 30 crore on the purchase of these equipment and materials. The Minister said that this initiative would significantly strengthen the drainage infrastructure in vulnerable and low-lying areas of the state. Shruti Choudhry directed offices to ensure the timely supply of all materials related to flood control measures. She directed that suppliers must strictly adhere to the prescribed delivery schedules. He also directed the DR not to reinstate the manager until the inquiry is completed. During the hearing of a complaint filed by Rajesh Sharma, a resident of village Kirmach, it came to light that the suspended manager had been reinstated despite the inquiry still being underway. In another case, the Minister directed that a case be registered against the coloniser of Ansal Sushant City and ordered a detailed investigation into every aspect of the matter. In a separate complaint, he directed the police to expedite the arrest of two suspended inspectors of the Food, Civil Supplies and Consumer Affairs Department. Notably, of the 11 cases listed on the agenda, six were resolved on the spot, while directions were issued to committees and officials concerned for the disposal of the remaining five cases. Deputy Commissioner, Vishram Kumar Meena and other dignitaries attended the meeting. Krishan Lal Panwar directed the DR to remove all individuals who had allegedly secured appointments in cooperative societies through irregular means. He further directed that if any such person continued to work despite being removed, action should be initiated against the concerned officials. He also ordered a proper inquiry into the matter relating to The Kirmach Cooperative Society. The Minister disposed of complaints relating to residents of Shastri Colony Ward No. 4, payment issues concerning sanitation workers, and grievances raised by Harsh Bawa of village Bilauna and Om Prakash of village Barwa. Case to be Registered Against Ansal Sushant City Coloniser; Detailed Investigation Ordered Krishan Lal Panwar heard the complaint submitted by residents of Ansal Sushant City and examined the report submitted by a committee headed by SDM. After reviewing the report and hearing the complainants, he observed that several shortcomings and deficiencies had surfaced on the part of the coloniser, causing considerable inconvenience to residents of the colony. He directed that a case be registered against the coloniser at the earliest and that a comprehensive investigation be conducted into every aspect of the matter. He further said that a written recommendation regarding the pending works in the colony would be sent to the Director, Town and Country Planning Department. Additionally, he directed the HSVP and the Public Health Engineering Department to constitute a committee and ensure that residents are provided with water supply and drainage facilities at the earliest. Based on the report submitted by SDM and the committee, the Minister also directed that proposals for development works worth Rs. 14 crore in the colony be forwarded to the DTP Headquarters. Police Asked to Expedite Arrest of Two Suspended Inspectors While hearing a complaint filed by Sonu Narang, a resident of Mahavir Colony, Ladwa, the Minister directed the police to expedite the arrest of two suspended inspectors of the Food, Civil Supplies and Consumer Affairs Department. He said that both inspectors had already been denied bail by the High Court. During the previous committee meeting, directions had been issued to include both officials in the investigation, however, at that time, proceedings relating to their bail applications were pending before the court. Illegal Openings in Housing Board Park to be Closed, Concrete Structure to be Demolished Acting on a complaint filed by a welfare society and a report submitted by a committee headed by SDM, Sh. Shambhu Rathi, Sh. Krishan Lal Panwar directed that the illegally constructed gate and window opening into the Housing Board Sector-1 Shahabad Markanda park be sealed immediately. He further ordered that the concrete slab constructed at the site be demolished. To prevent vehicles from entering the park, he directed that the size of the gate be reduced. Necessary steps were also ordered for the improvement and maintenance of the park. Legal Action to Follow if Monetary Dispute Is Not Settled Within 15 Days While hearing a complaint filed by Rajpal Khurana of Panipat, the Minister directed the police to initiate legal action if the parties concerned failed to settle the monetary dispute within 15 days. In another matter, he directed Deputy Commissioner, Vishram Kumar Meena to write to the Education Department regarding payment dues owed to a vendor and to issue reminders for follow-up so that the pending payment could be released. Deputy Commissioner to Conduct Joint Site Inspection with Power Department While hearing a complaint filed by Rajdev Kumar, a resident of Parshuram Colony, Krishan Lal Panwar directed the Deputy Commissioner and the Power Department to conduct a joint site inspection. The complaint pertains to a request for shifting a 33 KV power line passing over a residential house under a government scheme. The Minister directed the Deputy Commissioner, the Superintending Engineer (SE), the Executive Engineer (XEN) of the Power Department, and two committee members to inspect the site and submit a report regarding the matter. Thanesar MLA, Ashok Arora, Shahabad MLA, Ram Karan, Superintendent of Police, Chander Mohan, and other dignitaries also remained present during the meeting. Complete All Formalities During Monsoon, Road Construction Works Should Begin as Soon as Weather Improves- Ranbir Gangwa 115 Kilometres of Model Roads to be Developed in Haryana, Construction Work to Commence Soon, says Minister Haryana Public Works and Public Health Engineering Minister, Ranbir Gangwa has directed officers to ensure that all administrative, technical and financial formalities are completed during the monsoon season so that road construction and improvement works can be launched expeditiously as soon as weather conditions become favourable. He emphasised that special attention must be paid to quality and safety standards in all construction activities. Chairing a review meeting with senior officers of the Public Works Department on Tuesday, Sh. Ranbir Gangwa reviewed the progress of Model Road projects proposed to be developed in all 22 districts of the state in accordance with the Chief Minister’s announcements and other departmental projects. Officers apprised the Chief Minister that the total length of these Model Roads would be approximately 115 kilometres. These roads will be developed as ideal roads of the state, incorporating beautification measures, modern amenities and enhanced road safety features. Officers further said that surveys of the eight selected roads by expert agencies are expected to be completed in July. Administrative approval for the Model Road projects is also likely to be granted by July, following which construction work will commence.During the meeting, officers also briefed the Minister on the progress of the department’s work programme for the year 2026-27.
