Odrek Rwabwogo Vows to Rescue M7 & Re-organize the Movement as Gen MK Shuts Down NTV-MP Kabanda Demands He Joins PLU

By Mulengera ReportersSenior Presidential Advisor Odrek Rwabwogo, who also marries President Museveni’s daughter Patience, has vowed to dedicate the next five years of the NRM government to rallying, galvanizing and bringing together what he calls ‘progressive forces’ to vigorously push back against ‘undignified behavior’ which, in his own words, Uganda’s so-called leaders have lately been indulging themselves in. In a video-recorded message, which went viral throughout the weekend, Rwabwogo said there was need for all Ugandans to deliberately come together regardless of age, party and religious affiliation to reclaim Gen YK Museveni from unnamed actors who he accused of ‘seeking to monopolize him while pretending to act on his behalf.’ He says Ugandans must act in unison on this matter because Museveni is now their ‘asset’ because he occupies the seat of Presidency as a result of the votes they gave him last January. That all Ugandans have a stake in Museveni who Rwabwogo likened to what finance experts and venture capitalists call ‘key man risk.’ It depicts that excellent manager or employee on whose skill, competence, hardwork and goodness a business entity leverages to remain a going concern. Without such a KMR personality, the company gets overwhelmed by risk and collapses into extinction. Implying that a day is coming when Museveni won’t be here anymore or will cease to be in charge, Rwabwogo calls on all Ugandans, not just NRM adherents, to prepare for that moment on good time before it gets too late. His way forward is that elites who believe in the Movement must come together and begin the hard job of rebuilding their political entity now when Museveni is still in position to be of help by guiding on that rejuvenation journey. He likens Museveni to the ‘moral and principal foundation’ on which the Movement has always been anchored and credits him for reviving and rebuilding Uganda, which had become a failed state in the period 1962-1986. Saying he isn’t putting out this message to ‘frighten or scare anyone’ but in the interest of the country’s ‘for God and my country’ motto, Rwabwogo credits his father-in-law for reorganizing Uganda from scratch and turning it into a stable, modern, viable and prosperous country. He talks of ‘unthinking characters’ currently surrounding the man from Rwakitura and justifies the need to shield him from such people who are determined to ‘monopolize him’ and going on to do wrong things while claiming to be acting on his behalf. Rwabwogo, who registers his contempt for the ‘undignified’ leaders who he says have lately been uttering ‘shameful words’ without reflecting on or being bothered about the consequences of such, doesn’t disclose who he exactly is talking about. He says there is need for leaders to ‘restrain their actions on public matters’ while comparing with how it’s done elsewhere in other societies. He says such ‘undignified conduct’ risks destroying the Uganda Museveni and others sacrificed to enact into existence. He asserts that the decline in quality of leadership in the Movement which he says today is full of opportunists (who lie against other leaders, engage in corruption and other offences such as murdering fellow citizens and use their close association to today’s leaders to shield themselves and end up going unprosecuted) began 21 years ago in 2005. That that 2005 is the year when money was introduced into the politics of the Movement and things have only been getting worse since that time. He characterizes the last 21 years as years of ‘degradation of public leadership, intellectual and moral degradation’ inside the Movement. He says that where things stand today, the Movement is bedeviled with the problem of having leaders ‘who don’t read, don’t reflect’ and therefore can’t engage in any restraint. He says that he learnt many years ago that surrounding one’s self with ‘intellectuals’ capable of thinking properly is one of the greatest acts of leadership. He adds that leadership is a hard job because those holding office are required to solve hard problems for and on behalf of the society they lead. He also castigates Uganda’s elite for knowing the right thing but opting to opportunistically keep quiet as ‘undignified behavior’ is becoming normalized and accepted as acceptable. He calls this selfishness because the elite are quiet merely because they fear to lose their jobs and positions of comfort. He says inside the Movement; they are thousands of people who are ‘confounded’ by what is happening but aren’t yet comfortable speaking out. He calls for moral courage so that all intellectuals and elites of Uganda begin calling out those engaged in the ‘undignified behavior.’ Perhaps fearing to have his message distorted, Rwabwogo posted his video message on his social media handles from where hundreds of thousands of curious social media users stampeded for it, partly because the timing of its release coincided with the Gen MK-instigated shutting down of the Nation Media Group outlets in Uganda including Daily Monitor and NTV. Rwabwogo says there is need to decentralize power, participation and decision-making inside the Movement from the national level to the Sub County level. He says that is the only way organic leaders will emerge for the Movement of the future. He vows to lead this process closely working in conjunction with the like-minded progressives inside the ruling establishment. He says the Movement is now an exhausted organization which requires re-invigoration. He says that will sustain its future and turn it into a vibrant, transparent and democratic organization capable of attracting talents, which he says Uganda has in an abundant supply. He also talks about the inevitable political transition in Uganda into which he insists the country’s senior citizens, with whom Gen Museveni worked to pacify Uganda more than 40 years ago, must play a critical role. He also castigates those who hide behind their membership to that certain groups to engage in hostilities and the utterance of statements which undermine, demean and belittle senior citizens of Uganda. He says the country needs these citizens which is why his leadership mentorship organization has so far identified 53 such retired senior citizens and profiled them for the President to officially recognize them. This is done annually and the 53 are generally retired senior citizens with whom the President has closely worked in his journey of rebuilding Uganda over the last more than 40 years. In his video, Rwabwogo enumerated moments when the US and South African Presidents have had to call on such senior citizens to help fix difficult situations. That even King David in the Bible leveraged such wisdom to circumvent complexities relating to the Covenant Box or Ark of the Covenant, the symbol of authority in ancient Israel, which had been confiscated and taken away for 70 years by the Philistines. Rwabwogo also castigated actors inside the Movement who use the military to rig elections, dehumanize fellow citizens and for also engaging in mere sloganeering and parroting of the so-called NRM ideologies without being intentional about the values and ideas on which the Movement has always campaigned and won elections. His call for internal reforms inside the Movement is reminiscent of what Dr. Kizza Besigye did in 1999 when he authored a highly critical paper while proclaiming his reform program. The President’s son-in-law also says the Movement, which he confesses is no longer run on ideas, has never been a party and will never be, has always stood up and fought against poverty, dictatorship and human rights violation; a reputation he demands shouldn’t be abandoned merely because such few actors want to serve the political expedience of the moment. Rwabwogo also regrets the fact that the NRM party has been fused with the state which ought not to be the case. He makes reference to the legal doctrine of principal and agent relationship-making it clear that the ruling party ought to be the principal and government the agent through which its agenda gets to be implemented. Ostensibly to incite Gen MK to pronounce himself and belligerently respond to the Rwabwogo latest video and the controversy it created amongst Ugandan social media users, David Kabanda brought up the issue and tagged the CDF but the First Son discouraged that antagonism while making it clear that Odrek Rwabwogo is his very good brother who marries his sister Patience-and will therefore have to be protected at all times. Kabanda was demanding for the Anita Among-like operation to establish the prudence with which billions entrusted to Rwabwogo’s PACID organization over the years to facilitate export promotion, have been utilized. Not done, Kabanda who Gen MK had just unveiled as the man charged with his office as PLU National Chairman, demanded that Rwabwogo demonstrates his obedience and loyalty to the CDF by becoming a PLU member, exactly like Counsel Edwin Karugire, who marries the President’s other son, did.
