I think there is a real possibility of this. Probably resulting in a worst case for City being one season points deduction and back the next season. The counter argument might be though, his public comments might be the best thing for the case. It brings into sharp focus the government actions around this and any government getting involved in a resolution of this, is going to be election suicide.
